The U.S. envoy to the United Nations told the Security Council on Thursday that troops loyal to Libyan leader Muammar Gaddafi were increasingly engaging in sexual violence and some had been issued the impotency drug Viagra, diplomats said. Several U.N. diplomats who attended a closed-door Security Council meeting on Libya told Reuters that U.S. Ambassador Susan Rice raised the Viagra issue in the context of increasing reports of sexual violence by Gaddafi's troops. "Rice raised that in the meeting but no one responded," a diplomat said on condition of anonymity. Does this make you angry?

President Barack Obama wanted to tell a hesitant America why he launched a military assault in Libya, and he wanted to describe it on his terms — limited, sensible, moral and backed by international partners with the shared goal of protecting Libyans from a ruthless despot. Gadhafi's forces have been largely pinned down and unable to mount a massacre since the first hours of the war, while U.S. and NATO warplanes have become an unacknowledged aerial arm of the rebels. Making his case for the U.S. involvement in Libya, President Obama sounded a cautious tone, in a speech needed to explain to an American public that is supportive of the no-fly zone but divided about the goals of the mission -- that the U.S. should not be afraid to act but that the burden of action should not be America's alone. The mission, he said, was to avert a humanitarian disaster.
