He touted numerous plans that have been colossal failures in the past such as an end to oil industry subsidies - something he could not get through a Democratic Congress, much less today's divided Congress. Then there was recycling, immigration overhaul, permanent college tuition tax credits and and familiar discouragements for companies that move overseas. Howie was not amused.
