School district of Philadelphia has announced that principals of schools will be held accountable for the number students that he breakfast in their schools. Breakfast participation will now become part of the report card that rates school principals each year. It will be as important as attendance. It will be as important as math scores he will be as important as reading performance. Every single child who attends the Philadelphia public schools 165000. Every one of them regardless of income is now deemed to be eligible for a free breakfast. The district figures however show that just 54008. Breakfast last you know what do you think that is. Do you think that some kids are eating breakfast at home. Of course. Are there some kids who don't like breakfast yes. How on earth does it become the responsibility. Of a school principal. To ensure that children are eating -- taxpayers supplied breakfast. But there are thrilled about it some of these left wingers Jonathan Stein is a lawyer with community legal services to say. This is the first accountability system for school meals in the history of the school system it's very exciting. -- head of food services says one of our main goals is to help improve a child's ability to work. We're working with the principles to make this happen there already reaching out to us. The president of the of these school principals union which is actually -- Teamsters union says you're doing a disservice. How are you gonna gets. This done should your principal being blamed if the student eats breakfast at home and therefore doesn't wanna eat breakfast at school. Some sort of violation he says if you know kids believe what they want and when they want. But the entire state of Pennsylvania they're Department of Education city we've got to really neat idea. Let's let the kids eat in class. And if -- class. The Pennsylvania Department of Education has rules. That it's the same as instruction. On the bottom level. And on top of -- there's additional. Risks available because you're employing a lot of people who are illiterates.
