    To the great disappointment of journalists, there was no blood in the water after last night’s first New Hampshire debate among the candidates for the Republican presidential nomination. The candidates directed almost all their fire at President Barack Obama and in particular his health-care reform, invariably referred to as “Obamacare.” Former Minnesota Governor Tim Pawlenty had previously called it Obamneycare, in reference to a similar plan enacted in Massachusetts under then Governor Mitt Romney.     As U.S. President Barack Obama prepares to address the American people Monday on Libya, NATO leaders continued diplomatic and military moves to take control of the international mission from the United States. NATO officials said arming Libyan rebels was not an option, even though airstrikes by coalition forces allowed rebels to advance on government-controlled areas on Monday. On “This Week,” ABC News’ Senior White House Correspondent Jake Tapper asked Gates, “Do you think Libya posed an actual or imminent threat to the United States?” “No, no,” Gates said in a joint appearance with Secretary of State Hillary Clinton, their first since the Libya operation began. “It was not — it was not a vital national interest to the United States, but it was an interest and it was an interest for all of the reasons Secretary Clinton talked about.
