Should Cities and Towns Not Directly Effected by Casinos get to vote on them?

I see this editorial in today's Boston Herald about the casinos and I could not agree more. Now want the world. To so in West Roxbury. Get a vote on whether or not there should be a casino -- -- -- Now at a casino built in these spots and everybody knows that my property values and a plot.
