The federal government taking over because then they can pay off the unions more -- it right and -- even and that they've worked through DC trade organizations the chief council of chief state school officers the gates foundation. The governors association -- push these things through. Outside of apparatus of government so their less accountable so you can't you can't it's not easy to. Hold the governors association accountable because it's a private organization and don't.
Do what they purport to do want to do it in and around education and again that's kind of the soft fuzzy. Rosie way of approaching the world.

A lot of what they've worked on has it hasn't worked in the reason -- they've relied on a lot of institutional players around education like the chief state school officers or.
