As part of a huge package to reduce Illinois' fifteen billion dollar deficit, Governor Pat Quinn has asked permission from the state’s legislature to sell 8.75 billion bonds to pay for five months of overdue bills. This news comes immediately after it was announced that a new plan to increase personal income taxes by 67 percent will be signed by Quinn and be taken into effect immediately. The corporate income tax rate will also be raised from 4.8 percent to 7 percent marking a 46 percent increase overall. Barbara Anderson from Citizens for Limited Taxation joins us to talk about this and Massachusetts taxes. It was also announced that Deval Patrick has accepted the resignation of the entire parole board after the release of cop killer Domenic Cinelli.

When President Obama took the podium at Wednesday night's memorial service in Tucson, Ariz., he was greeted with the unbridled excitement of a college campus embracing their commander in chief. Cheers and screams and hoots continued even after he asked for people to sit down. As he started his eulogy, with the somber words, "To the families of those we've lost," voices still cheered and at least three people shouted out, "We love you!" A recent ruling by the Massachusetts Supreme Judicial Court makes it easier for people injured on snow covered walkways to successfully sue those property owners who don’t clear snow from walking surfaces. Winter is here and so are slippery sidewalks, parking lots and walkways. Previously, Massachusetts courts have ruled that a property owner cannot be held liable if someone is injured walking on new or what courts have called “natural” snow. Instead, owners can be held liable if someone walks over the natural snow and then another person falls down while walking on the same area of snow, called “unnatural” snow by the courts.

Points last month to its lowest level since October 2009. The fall reverses to straight quarters of which consumer confidence had actually risen. It's a best run lottery in the country it's the most efficient and lowest cost administratively and we pay out more prizes and anyone else the country so. I've got more experience running a gambling or gaming operation that anyone else in state government and I think the record. Proves itself we've run well we've got less employees today there when I started. Where the most efficient water in the country only 2%. Other revenue goes to cost administrative costs and that includes printing tickets and all the things that we do to oversee 7500 agents. And I think we've run a very very good operation so I think Peter THE question you can trust me. To run a good operation. We've got one of the best pension funds in the state -- we've run a very good school building authority so I hire people who can do the job willing to work hard. And who produced for the taxpayers of Massachusetts and from governor I'll do the exact same thing. In people will be proud and excited with the results which is what -- produced this treasure for the last seven years.
What of those new pension fund numbers by the US are in the pay by the twelve point 8% up Nadia. So so overall -- getting close to eight years now it's up or down for the state pension picks up about sixteen billion dollars it's sixteen billion dollars or more start in the day that you -- started yet so all those ads I heard that you lost all the money in the pension fund they weren't accurate or inaccurate now. And that's how I approach state government. Two run elect a small business he can't waste money if you have a small business you have to try to make a profit are the very least breakeven. And I understand it can relate to those folks like Peter all across the state they're trying to keep their heads above water in what state government to either helped them. We'll get out of the way and lower the costs on this small business because it's small businesses that really. Via the brunt of tax increases and fee increases and regulatory increases. Industries even the Biotech industry needed a billion dollars of money from the state to to jumpstart that industry we just don't have that kind of money. So I'm not arguing. We do you like that point it's just it's part of an overall strategy to jumpstart the economy and create some jobs because -- desperate for jobs right now.
And Tom you know what's going on in the world I mean they built the manufacturing is going on in India. Then they determine it costs too much so they bring it to Pakistan and then they determine cost too much there now it's all being moved to Bangladesh. I mean that's going to -- world.
It's it's not amnesty what is it that's right and it's a way to siphon money out of people's pockets because the government needs to beat itself.
And I do so that's immoral or are -- built but it'll -- talk a little jolt. At least below the court like some good and some bad jobs and -- agree to oppose this all jobs are bad.
I don't agree with the time I write. I really don't agree I don't think there is a bad job -- follows out of work for a couple years in the seventies we had nine kids in the family. He was a white collar worker had a great job this company laughed they just packed up and closed down in moved out. Trust me. As someone who grew up as a teenager with a father who was out of work is no such thing as a bad job he went to work as a maintenance man. In a senior citizen building change -- call from white to blue. Any his life got much better -- debt tribunal and never paid them. Nearly as much as the other job it was a different job -- downsize and and and changes outlook on life in terms are we was gonna beat. But trust me there is it is is someone who grew up with a father who was it working for a living. For a couple of years there's no such thing as a bad job -- trust me on that one. They don't small business did not offer pensions. They don't offer. Health care retirement benefits. But I put my callers your -- about the casinos. I -- lot of negative aspects to casinos. I'm always a societal but it could impact our lottery. And also. That dilution of the customer base that is going probably to foxwoods. That is -- about it there it -- to. Has barge which we. That's how about we won't be doled out -- field but we want a certain percentage of the government and the customer base.
You know what Mitt Romney did didn't he tried it yet when Mitt Romney was governor and they were talked about casino series that. -- I didn't IDR let's see between -- that Connecticut casinos to pay us not to have casinos.

I think this and issues around doing it to what to say said no I I just I don't think legally. Yeah -- it's it's I don't know whether I know what the right term risk is not a bad idea. But it was tried -- it was found that it wasn't workable for a number of reasons. Mostly that they wouldn't pay we just sort of they offered in the -- pulled that back win when governor Romney. Thought it might make some senate itself -- it was it doesn't go well limit to say may announcement -- yeah I was there at that time and and we went down that road and it didn't work. The only piece of that the end that that doesn't really help assistant jobs -- cell and I think that's the most important part. Of this legislation is that it creates jobs it creates. Trades jobs for workers to build these casinos to build these slop -- to build hotels. That come with resort destination casinos. We're almost at 50% unemployment the trades right now this summer and I'm sure that has suddenly do that consumer confidence being down nobody's working. Would build -- schools and in my program at the school building authority but does not a lot of other construction is very little private sector construction going on right now. And that's the key aspect of this beyond the revenue. And beyond the issues of gaming versus non gaming and I hear all those -- understand it. But we need jobs right now this is the only thing I'm seeing. That would create thousands of jobs -- 1015128. To be honest with yet if it's a hundred jobs right now I'm gonna support what.
You know every what is the argument is it's gonna hurt the lottery and the lottery produces local laid in revenue that goes the cities and towns yet. Your head of the lottery you're -- you're the chairman a lottery yacht commission yet. What we'll do lotteries you -- studies tests we did a study three years ago when this first came up and that's what led me to sort of propose that we go down this route. Which showed us is that states -- lotteries and casinos see a small drop off in the first five years anywhere between three. In maybe 8% drop off gross drop off from waters and they eventually come back up. What we found we did our research we do our focus groups is -- the different kind of players the lottery players Morgan impulse buy. It's a convenience by is that where they are convenience stores. A -- opposed to casinos looking for an experience that would spend the day. They wanna spend hours they wanna do other things so what we found is that it's a very slight drop off. But it the end of the day if you wanna grow revenue to bring back the cities and towns this is the only way to really do it because the lottery is a mature business and we got no place else to go. And we can't really -- to many more products right now we pretty much offer everything that we can offer. So if you wanna grow revenue for cities and towns to lower property taxes as our governor promised to do. This is what way to do it. I believe could you could you talking a couple of hundred million dollars in revenue that you could add to the lottery -- return 900 million.
