Don't campaign. Limousine doesn't. -- She does have the caddie on the these G. -- Have you ever been told that your lunatic. Okay -- there you -- guys say your Flickr -- that no I think a former lieutenant governor only five and he collapsed while it was trying to have spent two days in in the -- it was -- I saw him Tim Murray in ducks -- and it was it was cut that was on Sunday socialism and it goes or call Scotch. President wasn't a Scotch and has now -- you -- in your neighborhood ha ha. The scorcher. He will say the arts what do you all of a sudden your inserts an arsenal -- at the right way it's just what you usually try that last are staying on the -- are on top -- up but that's exactly what -- not devalue our yeah I think yes. Anyway Tim said he felt better coming attitude is in the hospital I -- was of what have you. No it -- and it's been in the hospital and you usually gets sicker when your in the Leo well. In any kind aren't anything else who -- talk about. -- hearing them the beautiful weather update today yeah -- I -- today I mean it's well that are not in those rates and and yesterday and the day before I was at south station this morning. We were meeting some voters this morning and it was actually very comfortable and we in the shape that's a beautiful -- it really is nice so once the --
you've got an ad out so now you're media don't you I mean even a bigger challenge because you had over million dollars spent to disparage you. And now your you've got euronav up which I think does a very nice job of presenting new thing in your own terms. What's -- how do you move forward in.
And compete. Well it's the beginning and I think this is the beginning of those sort of the comeback tour of the fight back tour will be on radio for a couple weeks again just to reintroduce myself to people. Who. You know either. Knew me before the Republicans came after me or need to meet meet again in the and now we're just gonna do a lot of retail politicking to back it up. I was at south station this morning we did all those parades over the weekend. And I think it's important it's it's not enough just to be on TV. TV just the way and you should self and but it's a great way to introduce yourself because it when you meet people impersonate they recognize you and he says -- TV. It got about 6 times this morning. And a lot of the parade. So. So TV works just introduce yourself but you gotta back it up so we a lot of retail politicking a lot of sign holding train stations.
Us having to raise money and spend it if there -- if there were cocoon around the state so that he was just you guys and not foreign money yeah I Iannetta -- I would be that I'm fine with otherwise if it does it's why it's so hard to run it you know as outside the party system yup because the parties -- control everything and they wanna keep the power will see with the DGX. We're seeing what sent the democratic governor association sure will start pouring money and -- doing it down or island right now against the independent can you think there must -- demolish try to get another Democrat Vinson -- anonymous I'm I gonna stick with them I really integrates -- the other -- she's eager for react comeback gal -- well tell us -- of -- Cahill campaign if she wanted no golf. Tim. Obviously is the independent you look out of view that you looking at a a field that includes two major candidates yes let's that would Deval Patrick. You up principal -- there. With the democratic governor.
Is washed over spending in down times raising taxes to try to meet those expenses and and never being able to say no. Two two spending requests that come through which started on its first day when he put that money back in that Mitt Romney had vetoed. And you know at that point you know we had a lot of revenue was 2006 there was money -- you know we had surplus. Revenues but since the recession began in in a way. Just no realization that times are different in that yet. Raising taxes in a recession hurts every small businessman. And woman here in the state of Massachusetts and that that's at the lack of recognition. And the willingness to address the problem that Syrian government. In any politics -- regardless of what your philosophy is when you faced with a crisis you have to deal in you have to do maybe change your philosophy -- or. Figure out what's gonna work in and it's just a lack of recognition overspending and and raising taxes to meet -- spending is has been my major concern with him. And it looks like it's gonna continue.
Do you think he's adjust to all look as he came into office -- he was gonna be the good which and he just float around in a little bubble and wave is winding give people money and they would love him and I think that's -- lot of old liberal Dem or Democrats view. Governor seat and he's had to adjust to the reality do you think he's adjusted.
No no I don't if he had adjusted like a -- would be in this race right now. -- I don't think he would be as unpopular as he has because it what's happened too is that it's not just the it's not even be you know to adjust on the fly we've. Had to adjust our revenue figure is 78 times in the last two budget cycle so what we doing. Is it still that sort of Tooth Fairy like approach we hope there's gonna be money coming in we set these targets is to where it is. Then we start to spending we promised locally we promise commitments and and we have to backtrack those commitments and and that is a problem promote it just trickles down. Every set every form of government you start over spending your budget. Then you have to cut midway then the cuts -- more.
Ain't gonna become more severe emotional care and that's -- really -- we had here in the RKO studio with you with the governor and and in Charlie Baker. The governor right from my recollection is that he responded to a question we had a vote. Spending and as it. And they're -- two to 3000 people laid off state employees laid off programs paid and cut back programs eliminated. The area that nobody seems to be of the get the hands around however is health -- right and because the states spent so much in and around healthcare that. Inflationary pressures it just keeps driving the budget and -- up -- direction how does a governor Tim K he'll respond to. One of the governor's response to our questions in to those realities could cut back DMI cut back the MH cut back local lady kept -- a whole host of other things. But a Medicaid Medicare have just health expenditure is bankrupting the private sector the public sector and all of us.
Yeah EEU -- again that debt healthcare plan was passed in 06 nobody cared about what it was gonna cost me -- will deal with the costs later. Will use surplus revenue will use federal money to cover. Up those costs -- the surplus revenue was gone -- and now the federal revenue was gone so now we have to deal with the with the reality that we can't cover everyone we want for freight. We can't subsidize everyone. -- and whether or not we can make this work with less revenue will have to see. But you gonna have to change the outlook I mean is this and I've talked to lot of small business people. Who say you know our costs are going up -- we have no choices we have they have these. Cadillac plans we have to offer it is no because the government has said what a minimum plan as. We have to meet that minimum plan and there's no options are we have no choice is to shop outside the state of Massachusetts for health insurance. It there's been nothing to address medical malpractice in either that local for the national plant and that's it that's an issue that you can't deny. -- that. Frivolous lawsuits have caused consequence they're generally have a huge consequence not just in the cost but how doctors practice medicine. Those things haven't been addressed. And they have to be addressed the war. It's gonna continue even if the economy improves you still going to be thrown more are eating more money into the health care and you gonna have to make tough decisions elsewhere.
Let's say some calls for Tim -- treasure of the state of Massachusetts independent candidate for governor Robertson Medford NW RQ hi Robert. Roberto -- please.
I'm domestic K Yelp yes based on everything you just said about that Texas of this administration. And I hope. So while business says in my opinion and not be accounted Debbie and kill -- let's take you. When we come towards the end of October what ought to respect to usurp -- experience as a businessman. You're experience and obsessed. Out with all due respect. If we count towards the end of this race you are still hovering around ten so fifteen to 20% of the false. We police struck bottom that's race so that wanted to -- so that we can have mr. baker went. Please sir -- iBook all due respect.
What what will chart will mr. baker drop out if he's hovering around fifteen to 20%. I don't think anyone should drop but I think people should have a choice I don't think the peninsula the media should determine who the candidates are. In debt and I'm not buying this argument that I'm splitting the vote any more than Charlie Baker splitting the vote I mean people deserve a choice. Especially outside of the two party system which has failed us I believe so. I'm on this race to win. And I'm not gonna split any votes I have as much chance to be Governor Patrick. On this Charlie Baker doesn't I think people deserve a choice and now we're gonna given that choice. If you want someone Robert whose gonna help small businesses the only person this race is ever -- a small businessman who understand your concern. Is stock and right here. And in in order to make a real change in to give voice to those small businessmen which are not being heard right now -- won't be heard in a Republican administration neither. I ask you vote. Well what do you say that small business choice would not be heard and a Republican administration because it wasn't under the sixteen years of Republican administrations. That we have prior to Governor Patrick. The focus was on big business the focuses on. Tax credits for. You know the the bigger businesses that coming here and maybe at some jobs to Fidelity's the ones and hear the Raytheon said. Not the small business people and then under a democratic administration we raise taxes on the small businesspeople especially sales tax it is disproportionately hurt. Small businesses are on the state of Massachusetts and it's just you know that all the regulations Iran the administration rates raise fees significantly. On these small businesses and needed nickel and dime to death and I don't see any change. When you have -- you know person from the corporate world on the Republican side a re a Democrat who came from the corporate world that they understand or are concerned with small business interest.
Getting back to the structural part of the election people need to understand that you were here really engaged in a -- strategy here. -- your campaign gets going for real in September he ended today it's a six week or however many -- run. And there's no reason why any candidate should be looked at through different prism than any other if you're an option for voters and poll.
Shouldn't be. Look debt too closely at this as if they're the vote as it did the vote I was in in 2002 -- 824 way race sort of primary I was the odd guy out -- my last name. With the same as one of my opponents last -- I was in in fourth place with two weeks ago in the polls right after Labor Day. In an -- winning their race going away from because my message got through people started to pay attention is decided. Who they're gonna vote for the can decide in August that in -- side -- July. They decided in September class who knows what's gonna happen who knows what's gonna happen on the flip side after that election I was up thirty points going into the final ended up winning by nine I never let up the my strategist at times cities. Due to a Martha Coakley just get out of here don't say anything come on we know -- really and that should do hire him. Couldn't help you know putted well -- short -- that I don't understand exactly what she spoke to fill out after that election because I was told to do the same thing don't Rock the Vote -- people saying are you donating money -- you never makes any sense and I never body into that kind of so called campaign wisdom it is that Syria had one line that I used after the election I said people told me before my primary I couldn't win. Now people -- telling me I can't lose that you don't listen to either way I run up as you can always win no matter what the polls say and you could always blue no matter what true that's why it's.
It's what's really shocking in retrospect about both our election of the president now and the election Deval Patrick there we would pluck people no matter how impressive. Followed of saw a circumstance where they're totally am prepared for the job.
Tom dollars and cause he spent a lot of time up there and I've spent the last seven years that the statehouses and is the the very unique creature. And you had finished do you have 200 really board of directors not just twice young and they don't answer TO earlier today that constituency -- kind of high as a Ramirez -- of them you know not dismiss some account reprimand them can't remember -- many more. Ha ha ha ha -- well and you have to figure out ways to work and I agree with you would you try to is that. Experience in this business gets a bum rap you know people think if you have experience that makes you an insider that makes you. Part of the problem and -- a part of the solution that that experience at all three levels of government. And I understand how they work together especially the local level with the state level. And and I think that's -- secret to succeeding. Both as treasurer and there was only treasure running for that race that actually its service treasure -- and now running. For a very important financial position does governor's office is going to agree. The key financial position in the commonwealth.
And we get our financial disaster of we being hidden from us that's right -- on the corner yes absolutely but let's take some calls -- is in the card gym here NWR here with Tim Kay hill. --
I don't let the great how did you. Our quick questions or did you know I. -- beginning it sounded good and everything in the beginning elections. Nor does your own sounded good that he was taken out he was playing good music just just for the record -- that person that was hired was thirteen -- that worked in a warehouse. In the private sector. He was losing his job we hired him to work in the warehouse at the lottery. And then he was promoted and he is a customer service representative so the person. Despite what was in the newspaper EST what's been in the newspaper before we hire people who qualified for the jobs. The lottery is the most successful lottery in the -- okay but if you hire people or call -- but bear a disproportionate number of -- from Quincy then. you an example faculty and Tom knows a -- it. I knew Katherine craven from the work she did at the Statehouse said he nor personally but I knew where. She had a great deal of respect in the building she was very qualified never run a school program before. And I hired her because. You know she was recommended to me from people that I respected in the state house. She she was good and she's been fantastic. No I'm not gonna hire people -- I know who are qualified for the job and willing to work hard. Then you gotta get people America type people from North Dakota but you also feel some responsibility because the flip side of that is that people feel that. -- He's working he was hired to work in the warehouse. I think that is a position where they he -- a -- job as a DJ don't know -- cuts grass that's that -- I I'm just -- and I you know I think your answer is -- I just think it's important that there's also another side of the equation which is serious insider -- in this cronyism and those need to be part of the consciousness is well yes absolutely I'm not hiding from the people -- higher as long as they do a good job and they show up in the reality is no -- gonna write a story about the hundreds of people have -- who I didn't know. Well I've learned a lot that night I thank you very very in the way he presents this information I think he's done a great job from what I. I -- you we don't know until we get in the air in terms of how we're gonna apply what we've learned an MS PFI can clone Katherine craven. Nobody is gonna touch -- and they're gonna say he'll be a -- spyware and I'm gonna win that fight trust me I'm done taken with gusto. What we've done -- MS PA I think can be of I think in my own mind and we started to sort of try to flesh -- that would transportation. -- transportation the governor's transportation plan scares me right now. Because we're continuing to to do I think what was done when the school issue started to explode just throw money at the problem. We've barring significant much money just to pay employees. In this no real in my mind at least I don't see a system in place would you sort of fixing a bridge over here fixing -- over the air. And it's sort of the same I mean I don't know why I'm traveling a lot in the state now. NIC a lot of its half finished half started projects out they would know workers. And it was very similar to what we discover we got the school thing you know you'd have the same companies bidding on these projects. Get the project start the project and move to the next project leave it but so -- you -- they over they bid for parent can receive more jobs lindros can -- right and then you've got these half finished project to let that dictate twice as long this whole thing winds down. Is it the Longfellow bridge Gary years that no parts of bridge three and a half years and that's a significant. -- And now you can choose pro you can choose schools offer a predetermined list of three. Three designs you don't have to. We don't make people do it but we -- we didn't extra bonus points reimbursement for becoming as streamlined the costs extremes lies the -- they get that the project is already designed you know can custom and a little bit the project designed. We're building Norwood is sort of that the poster child of the opposite of I don't know noon yup and that project is two months ahead of schedule. It's running under budget it's budgeted for about 66 million dollars that's down from a hundred -- and -- 200. -- so you just think about how many schools you can go building hundred schools this year. We're spending a billion and a half dollars because when time to good we didn't spend the money. We had it we didn't spend it and now we're standing and in times where it's needed to be spent because and his a lot of competitive. Work out what you want you didn't send it when times were good. Plaza in 2006 and 2007 we had a moratorium in place and we wouldn't spend the money into we got the prices and we got the processing in control we just shouldn't reopen the price but it wasn't because at times are good. No but we have sent out a bad idea it's a sort of a stimulus thing if -- if there's certain spending even to -- When this downturn well we take advantage about a nice and more companies in data by the moratorium was absolutely necessary because of how. Hideous the program and I become BM -- and I think we might have to come we may have to do that and transportation just put a moratorium in place on new projects. Finish the once we've got. In and start to look at what would -- expansions MBTA is a perfect example works standing in three different directions. -- we can even cover the cost. A regular maintenance on the -- the spending his crazies just crazy and that adds up we're talking hundreds of millions of dollars we got designers we've got all is it's a process like the Big Dig would watch it starts. It almost never stops takes on a life of attacks on the south coast real as a perfect example community with talking. We're putting sixteen million dollars and the governor putting sixteen million dollars and that project this year. And it's a two billion dollar project and we had nobody's figured a way to pay for yet. Yeah. Do decree at first. That he Tea Party where he explained all the things you -- done with the schools. And here in middle and.
We thought the school fast because. One of the big blocks that didn't want -- we didn't know we're gonna get the money seven years down the road when he changed that people said okay we're gonna get the money right away. Well both or we -- the school approved and now it is said we're running under budget I didn't know why they're running on the budget but apparently the plan has many benefits to what I wanna thank you for that.
Well thank you Anthony in India and I just have always been committed to trying to you know in my life and is a government employee -- was local state make it work. And do it at a reasonable cost I was told by everybody much like him being told now that -- when the race that we couldn't build schools cheaper. Just know it inflation and oil gas still know -- prices I would've thought they tell you couldn't build -- more expensive technology. It's all inflation's gonna kill us and tell us about PL allege the governor is gonna be PLA agreement with the U mass and that seems to be in the same category -- senatorial on building how do you approach the issue of PO as some of these high school projects are complicated. And some of them you know many millions of dollars and zero threshold and you know we we we allow it's it's a local decision that we allowed to remain at the local decision what are. Foot threshold is is you can't pay more for so if you gonna do PLA I think the town of -- trees to an appeal lay in a small project at and the Bennett came in under budget. We had a situation down Fall River where a PLA had been approved by the mayor. The project came in. -- 30% over budget we wouldn't pay for so they went back and -- it they took the PLA off. And the project now is being finished and paid for. I bought back costs are under budget to watch threshold is if you can do the work. You know we won't do you know. Not allow it you're not gonna pay a premium aware that appear to be an agreement so as long as the unions can compete with the nonunion shops in this the next I think what we've done. Bob is a -- both sides to work on these projects not always happily not always thrilled about the whole process. But at the end of the day it's about the taxpayer you know we had a battling him over. Over some union workers in nonunion work and is a lawsuit going on. But the townspeople of -- are thrilled with this project getting -- new school that's desperately needed again it's about fifty I think it's about fifteen million dollars so it's. A quarter of the cost of other -- north. And it's working and it's going on budget and its on time in and -- hope -- going to be opening time I think. For next year's class to -- so I just think that this this process that we work with with schools. Can be applied because as long as you look enough for the taxpayer in you're getting projects you know you're getting the infrastructure. Improve rebel. And the state. It's trusted at the local level to get the job done then people will you know sort of embrace -- mean at first. To the first two years this process I was not the most liked person in the world because they kept saying no. The mayors and two school committees and to superintendent because we didn't have. You know we did have a process in place and people weren't following the rules now that they're following the rules and they can they'll -- more because we're able to expend the money get the projects that.
Tireless -- some calls that a lot of people wanna talk to Tim -- market Georgetown you next NW RKO.
I mr. -- are you good we're good I have a question -- small business dark. And Massachusetts is nice friendly place to -- small business and you may be where unemployment insurance triple this year for small business is. We haven't governor and a legislature to support the prevailing wage what specifically are you gonna do about that if you're governor.
For what I can change the prevailing wage so I'm not gonna be -- helping the earmark what we we will we will try to help is in bringing taxes down bringing that unemployment. Insurance -- I don't see any reason why we. Need to be more generous here in Massachusetts and 49 other states in terms of giving benefits. Longer and more generous I think we have to be fair. But we have be fair to the businesses to pay into the fund so we're try to lower that unemployment rate and again be fair across the board in just bring us in line. -- the states which will bring your cost down. We wanna bring down the personal income tax. Down 5% which again many small businesses file as individuals. Not as corporations -- we think that that would help small businesses. And it worked on the regulatory process. And -- what you businesses mark but I know that regulations and fees the most C regulations. Really when they passed at the Statehouse or Beacon Hill have no they have no relation to how the going to be implemented at the local level. In the usually just make costs higher -- make it harder to succeed so those are the three areas that we will work on I'm not gonna change a prevailing wage. I think people should and why should in the market place determine that's why should be fixed well because it had been for a long time and I think it works and I think we're a high cost. Expensive state. And to pay wages that you know that you can get away without a Florida doesn't work don't doesn't work here. Because again we're talking about workers were in the middle class try to buy a house. Try to put the kids through school so I think the prevailing wage work. I don't think we need to add onto it I don't think we need to force like you said what he said early appeal ways to go place where they don't belong. But I think a prevailing wage works and I think it helps us keep up with the high cost of living here in mass.
we can get a bunch more calls and we will when we continue with -- state treasurer. It is Tom and Todd succeeding WRKO.

But my question is when I was listening to the fox bit at night the governor was not he was touting his you know small job growth -- get it has a lot of talk about a 150000. Jobs are under this administration. What will -- failed due to. To make our state better and to bring business back and and to create jobs.
Well Scott we talked about earlier today and you know cutting taxes I think he's a key bringing down unemployment insurance is important and deregulating. As many of the crazy regulations that are out did that hurt small businesses. I think is a step in the right direction in what I wanna do to each have eight. -- anymore you know across the board fair tax system as opposed this system that's developed over the last twenty years we give tax credits. Two big companies are tax credits to entice companies to come here and then leave our own local companies to sort of fend for themselves. I think got better we can start phasing out some of those tax credits over time and using that money to lower -- use that money to spend to make up the day.
For which -- when Hillary is out to we have a film credit to try to stimulate movie production we have the bio metric collect the Biotech and life sciences tax credit goes to come quickly in my. And the other either one of those on the chopping block in -- around here are hashed version of them I think the movie wind although expensive. Does has created jobs then in in we've got a more thriving film industry mean is no question that people are filming. Here because of the credit know what's happening now is it's if every state is getting very competitive and what Hollywood is using state to ensure -- eventually. We're not going to be able to compete if we keep going down right now I think it works. -- it's important in a recession so much time -- using any of those job creators out now but when we start to climb out of the recession I think we should look at some of these big. Corporate once the Raytheon the fidelity one that I think made sense when it was passed in the ninety's -- save some of those jobs. I don't know how many jobs it created and we know that many of these companies are growing jobs outside of the states so. I would just like to look at but looking to raise anyone's taxes but I think we have to look at some of those credits. -- we're trying to lower taxes to balance things out.
Phasing out of manufacturing tax credit we're gonna get we gotta get -- back it's good regular full board account what the mom passed a phasing out of manufacturing tax -- for example. Wouldn't is easy essentially tax increase on that manufacture.
That's why we're not talking about doing that over time if we need to balance those out and I I agree -- manufacturing as one of the areas in the state that we. Have to grow jobs and try to save them so I'm not looking to get rid of many of them but we gotta look at the cost out there it's over billion dollars. If we're gonna lower taxes across the board.
Donald waters on your next Suton can -- hi Donald.
I can I do tend to do do do state employees still gave. People retirement medical benefits after point 15 years and itself that's true how much -- costing the state.
It's costing us a fortune. And they do in one of the things that we have to do we have started down this road in 2007 and in the recession yet. Is start to ask current and future employees -- paid towards some of those costs like we asked them pay for their pensions. And it's an unfunded liability in a way it was about thirteen billion dollars. All of the rating agencies are required us to account for that every state in the country. Ours is tied. And we don't pay anything towards it as state employees and I think that we should we're gonna have to sell. At the very state employees pay zero for retiree health care Barbara -- get coverage at least until the 65. Yet in -- it's a budget buster Capps who's a budget buster. For new employees what we were hoping to do. We started down the road doing anyway I'll have to do is governor I think any governor will have to do it he -- the system much like we have without pension fund. Where the money that's taken out goes into a fund it's invested and grows overtime to fulfill the commitment. That we make to retirees because we can't continue to make commitments if we're not gonna pay for that as we go full.
Our giant lol you're on our -- high. Hi John. No sir Walter and -- next to Walter you're on the Tim --
Yes still out calling about the the Tobin Bridge the maintenance on the bridges valued at that period a if you see a drive over it you know it's starting to rush. What can be done about that -- attracting and so.
They seem to work on the Tobin constantly do they do what worries me a little bit about the Tobin is that the money that used to be generated by the Tobin went to Massport specifically for that bridge is now being brought into all of mass DOT it's part of the revenue stream that's paying for bridge repair I don't know. How we can do I mean what we're gonna do specifically for the Tobin. And it goes back to sort RM SBA discussion early that we have to. I'm having better process by which -- go out. A more competitive process and we have to watch those contractors like we do what the local level when we're building schools to make sure that they actually do the job that they were required to do. While to you might be. Familiar with the link classical school which is built prior to -- taking over and we had a fix it because it was built on a dump. And it started to sink -- crack but six years after it was built. So those types of situations won't happen anymore. But those types of situations happen all the time which schools and I'm sure they're gonna happen when bridges. If we don't have a system in place a very rigorous and disciplined system for fixing bridges in making sure that the fix will last for 2030 years.
