And I believe that -- experiences I've had dealing with this state came in day out whether it was hearings school committee are dealing with budgets. Is going to be essential in in representing the first Middlesex district. I think we have a proven track record appear -- establishing partnerships. Partnerships with the state government partnerships with the private sector to get important things done. And I'm looking forward to represent the personal -- district putting to work those. Experiences I've gotten over twelve years in addition to that I should. -- on a personal note I'm I'm Matt and attorney here in the city of Lowell with for Metallica and -- and I'm also. Eileen what would you say of the top three issues. That Q -- you would like to focus on if you get to the states senate.
my mind that -- right the first issue obvious job you know everywhere I go going around the district knocking on doors meeting people. Jobs the economy is is --

Well I think what the state have to do about it is seem more supportive particularly at small businesses I know I talked them day in and day out. You know there are a number of things that the state government can do with it being more conducive then you know enable them to thrive I think those things include. You know providing more help in terms of the health insurance issues and and and that they're facing. There's unemployment issues they're regulation issues there -- a number of things that the state government should be doing.
But I -- what order what what what does that mean you say you they should be supportive. -- talked about health issues -- unemployment should what specifically does that mean the state should do.
Well I think what the state should do in terms of group health insurance I know there's been some movement toward it but. We need to make sure that small businesses can buy affordable health insurance we're requiring them to do that provide coverage for their employees. And so what we need to do on the state level -- Loosen up they tried that make it impossible for them to get it in an affordable way they can band together and by group insurance. In a meaningful way I think that will bring a lot of relief to small business.
Is that precluded by law now.
Well it it there regulations that have prevented. Small businesses from. From enjoying the same benefit that -- large scale.
One last question before -- leave this subject. You didn't mention tax cuts do you really -- I talked to small business people they say tax cuts are among the most important. Aspect of being able to grow their business would you be in favor.
Well I I actions that let let me just. Put it this play -- the I think you know in terms of the taxes obviously there's no room for taxing our way out of this situation. Right now we're looking at an enormous deficit in the state budget. Is now the time to roll back taxes maybe not but certainly be supportive but one at some point in time because. Such a small businesses to people in general are just you know staggering under the burden of this economy.
I -- Tom Finneran here you mentioned in the local experience I'm very impressed chuck council as well as -- responsibilities school committee. A facility with schools facility issues. Tell us about education how Eileen Donoghue looks at it specifically. And casting -- good or bad out of school expansion good idea or bad idea.
Well you know I think and we're all for accountability and I think and passes it is -- eight tool that we used and I know when I was mayor was used -- implemented. And and I -- I don't think you're thinking -- standards and accountability I think the problem is when it's used. Incorrectly or used as -- more of -- stick rather than a measure for for school districts since and on the charter school issue I think choices and importance. Aspect or four community it's an important aspect appearance. But in others spent a lot of concern about the funding formula I think we should look at that you know I I will stay here and in Lowell. I still you know firsthand that these. School choice not -- public schools are the best choice for for parents and have been and I think the numbers have proven that out. That's not to say that we shouldn't have opportunities than other choices return to school but but it didn't come on the backs of the public.

Well you know I think they -- Currently that's an issue I and one of the things that I would like to have look at this. You know how we're measuring there's the number you know students that voluntary at this number and that's you know special education students and so forth. How are we treating them and that and will that have an adverse impact so I think. Again whether it can -- some other standard we need to have standards we need to have accountability. But they have to be implemented there.
Last question I lead a fight could go wanna go back to the economy and jobs you mentioned that is. The big big focus in the big issue we understand that. Jolly baker that one of the candidates for governor has talked about putting an absolute freeze day one as hit if he becomes governor. The absolute freeze on all regulations because of the unpredictable nature of those. In two completely re -- view. As to win it at whether any of these regulations that we presently have -- should be struck so that businesses not him strong. Not by legislators not by governor has been hamstrung by bureaucrats -- you take on the -- idea of free is regulations.
Well I I I agree with the second point I would agree if a completely deal and I can tell you I represents small businesses than there is the problem when there's inconsistency in terms of enforcement or interpretation. Of regulations not something that businesses cannot tolerate this it's very difficult for the go forward when they don't know what the state is going to do. -- stay on any given day of the week so I think there's. There's certainly merit looking at every single regulation out there are reviewing. It's -- freezing them the other may -- strict regulations that are necessary whether it's for safety issues and so forth so I I think what we should do it expedite the review of some. If they're not needed if there is their baggage from some you know initiative passed. They get rid of because those are the kinds of things that take up time and and manpower and hours. The come out of the bottom line for small business in order to to comply.
I -- one last question I understand Governor Patrick is in favor. But giving in state tuition breaks to illegal aliens aren't do you agree with that.

Here's the fellow who came here when it's forty years old didn't have documents was you know wonderful scholarship -- Harvard. And so he couldn't come home and I read recently I think just over the weekend that in the authorities immigration I think whatever have decided they're not going to. I practiced in my deport him. Well that's good for him but how does that affect all the other two may be in his same boat. Internet and -- have to be dealt with on the federal level and I think one of the problems when the state tries to legislate issues like that it's.
