Office of governor and he's right here in the IPO studio because you are not fanning him I think the temperature slider and hit a hot I think he's totally Charlie -- I feel finally when you -- that's okay that's. Wanting to.
Satellite usually it's gonna say look at the beautiful sunrise but authority above the horizon jolly is dressed in -- today this is you this is why the -- that I mom hot yeah. This is a power color does -- committed ought to adopt when you -- his arrest for -- Shirley -- you wanna try to downplay it'll how you -- Charlotte I'm doing fine are you glad he came incidents I am so far so far this hot hot -- so far so good -- laid -- and of that -- used to be in the healthcare business I did and as a guy he ran and ensure. How do you feel about the demonization of insurers that's going --
Look I think the whole health care debate. Has always been about finding. Enemies for lack of a better word or -- or folks you can sort of blame all thing on and I think the big shame and this is is is the size of the impact this is gonna have on the federal debt which. Which I think everybody knows is that big and then grow and and when they are rational budget office says this is gonna reduce the asset except that the way the thing is set up as they get asked to basically score. Six years worth of spending. And ten years' worth of Medicare cuts and tax increases now. I think anybody to make the math look pretty good on any problem if you use six years worth of outlays and and ten years' worth of theoretical savings and new taxes so I mean the whole thing is fundamentally. Flawed with regard to the way they calculated move -- the impact on the left.
So Charlie congressmen alleged told us yesterday he intends to vote against the bill for a variety of reasons one of the reasons he stated was that. In some states within as little or no competition essentially may be one to ensure -- That he thinks of public option of -- sort would be warranted in those circumstances. Your overall take communion get your experience was here in Massachusetts you get at least four big ones. Very aggressive in their competition so maybe it's not applicable to Massachusetts producing broadly about health care Richardson have prolonged time -- you take on Lynch's comments about other states.
I think too well I think his biggest comin' in my view about about the fact of the states are different is that the states are different than trying to do. Sort of the look the same thing across the country in all fifty states is unbelievably difficult to doom and -- kinds of broken glass in terms -- an insurer just period the mean. However I am -- giving the federal government basically proposed a top down solution that. Doesn't accept the fact that the states are different. Is where those of the whole problem basically begins.
Can insurance companies do that though this is one of the key Republican talking points that we should allow competition across state lines. Who is restricting insurance companies who is there any things that that stopped you from take -- offering policies in New Hampshire now.
We had -- do we dead. They did -- does our government to get our tournaments 200000 members in -- in New Hampshire and more than a dozen members you just -- and you fill out all the forms for that -- little -- and ensure there is -- that's the but the big issue is -- is is less about sort of competition across state lines and more about. Who's the regulator and overseer of your activity right you know in Massachusetts. You're in Massachusetts you play by the rules in Massachusetts that's -- way it works so some. Some person has a problem with what an insurance company does they can go to the department of public health moving go to the department -- that your problem with this carrier wants to do something about it. And they can't. The big issue with this sewing -- cross state lines thing from where I sit has always been. Has some insurance company in Alabama sells policies somebody in Massachusetts and their personal Massachusetts feels. Badly treated either they don't get a service they think should be paid they can't get. Access to a service that think they deserve. They can't go to the division of insurance in Massachusetts to get their problem resolving got to go to the division of insurance and Alabama where the plans actually licensed and regulated and I think that's the big question I've always had about the selling across state lines thing queries and limit when you go -- remedy right I mean any carrier wants to do business in Massachusetts camp. But you gotta live with the rules as the rules are established in Massachusetts.
And so some of those carriers that would be reluctant because they don't wanna play and a fifty sets of rules. Theoretically from an aggressive insurer wanna have operations and every so they figure out an umbrella figure out some way to create what I would describe as sort of a single platform.
Always so we do this greasy guy go aggressively running auto insurance plans an -- state has its own rules in -- try to put.
But what happened tied to your guy could decide to claim Massachusetts. Deregulate just a lot of a lot of it's changed the -- state of Massachusetts change change the rules -- wasn't allowing them the gum here. -- about say we will create a competent competitive market which. You'll be willing to come in -- because they be allowed to offer different rates were the rates frozen yet had to charge yet filing used to violent messages you just there's his from here and now you have a family values to see if it used to be rate setting attempt to go through a very elaborate procedure attorney general involved. Commissioner of insurance in it was -- it was a centralized market dictated by isn't it up.
Isn't that the problem that we haven't health care for example -- states like Rhode Island -- only has one insurer blue cross is maybe the only -- It. Aren't the states restrict -- it. Blue cross is in Rhode Island united Cinderella man -- women to run Ireland last year okay so but isn't the reason we have low numbers of insurers in each state or or or variation from one state to the next is based on. The rules that state has absolutely so it's really not. A problem of needing some sort of federal oversight on -- how that state is decided to do business.
It's yes I would argue that the carriers for the most part most states are function of the way the state has chosen to set up the markets stuff. Kelly Leo on the issue of auto insurance we talked about the Geico example Indian tradition of the introduction of competition through some of the changes. The guy his bid spearheaded that is your opponent yet Treo running against the Governor Deval Patrick it was really one of his. Oh and his priorities I would have to -- described below and are due to started in their Romney who basically did a lot of spade work associated with. Developing the protocols on the criteria all the rest yes the Patrick administration did in fact implement. That was only -- Josh wanted to make sure everybody wears a rhetorical Iran we're talking which are credit where credit is due to go mister speaker everywhere -- hot hot hot hot wheels stuck about preexisting conditions and.
I had to stay in the -- Massachusetts. Com pulled out before you ask a question we forgot to say there were broadcasting from the new balanced world headquarters building. -- and Charlie makers are gas candidate for governor on the Republican side of things okay thank you concern about that that's okay. I'm really glad you brought that up I didn't know that and the Republican I'm kidding how I thought a the troops preexisting conditions. I don't think that you when I say you folks I don't mean to generalize but the insurance it. Health pet health insurance companies. Kim refused to Ramallah just to go work we're comfort drive how hot I understand that -- Insurance companies in Massachusetts have not been able to deny coverage because there -- existing condition for a number -- correct. And that's one of the is that why where more expensive than any other states and Iran doing master.
Well what I would argue is that Peres said this for awhile now is if you're gonna have an open front door which we have in Massachusetts no pre X and all arrest. You probably ought to have some kind open enrollment period. I'm so that it. People will buy coverage and -- coverage -- year instead of just. Buying coverage using the system and dropping coverage which there's some evidence has happened in Massachusetts over the course of the past couple years people manipulate yeah well you know. People are smart and they figure out the they can buy coverage when they need to use -- in. Hold that as long as they use -- and then drag and drop but they well stuff. But if you had some sort of open enrollment period in the governor actually got around to proposing miss a couple of weeks ago Tom. Certainly the well you open enrollment period Stewart twice a year and people would be able live that appears.
Come on every in every six months or something like our youth who were right it would be open for you to -- and that leads straight -- insurance -- that way you can you be taking some risk. When you opted out in order -- annuity.
Urge people to buy and and to pay their premiums and to stay -- is our -- just buying in when they plan to use and dropping it. We did a study on this before I left Harvard program meant 40% of the people who buy individual coverage from us from Harvard pilgrim in that previous year. Had it for less than six months who had used it a lot during that period of time at the.
did you shown up when they're sick and -- want to cover why don't why don't insurers then offer more incentives her behaviors -- looking for for example if -- why would new offer some kind of bonus for having stayed a certain number of months things like that. Also with the hospitals were talking about this yesterday where certain hospitals are charging you more because they have to have a big name like Mass. General. -- are for incentives to people to go -- you know hospitals that are less expensive to you is an insurance comes.
Are some claims that dumb that are sold now that offer people incentives to go to less expensive hospitals the problem in my view without -- time amendments in this for five years. It is you need public disclosure around pricing across the board for those kinds of products to work somebody. Most people aren't gonna make a decision about which hospital would go to based on getting pushed there by health insurance company right. For all kinds of reasons most of which have to do with. You know who they trust and who they believe in all the rest. But if there's public disclosure around pricing and everybody had access to all the information around what everybody gets paid for stuff and somebody could actually see that. You know the MRI -- one place cost 200 bucks in the MRI at another place cost 12100 bucks say -- same outcome. That would give people.
We'll you don't get these into the don't have the disclosure needs also the outcome information because if it doesn't matter to me if somebody else is picking up the -- mass generals have been thousands and LC 5001 why can't express I gotta have a comparison on outcomes yes but you could create. That data also from George Thomas is available. Let's just up publicly available now but it.
Do you make people aware is back -- centralize and if you if for example there was a point system like there is our credit cards you get certain points to your. If you know to your annual fund or or maybe send checks to people the end of the year for how much they've saved that -- health insurer. I I don't see a lot of as much as we call -- the private sector are -- a lot of private sector entrepreneurial. Activity on the part of health insurance companies to try to make these things happen.
I think I think there's a lot more than everybody can always do with regard to that but I do think for. For those points system still work you need you need that data be publicly available people are simply gonna take the word of the insurance carrier.
Understood that part of the public publicizing I think Levi got percent to 25 dollar -- there and every time I go to the hospital the insurance company wants me to IB you know if I'm together donkeys -- and.
If you -- publicly available data out off from any third party source by the told you about the what those prices were who was the highest performer with their outcomes look like. You really think that's what if I don't use it to you -- matter that much Duncan donuts come on bus.
Free stuff I'm.
I actually got stuck Charlie makers here 6172666860. We're talking healthcare with him he is. The Republican while he's one of -- Republican candidates for governor and the front runner on that side will likely be facing. Tim -- and -- Deval Patrick and general election it's big and it's MK -- made some on news and opponents of fingers early this week about incited the Massachusetts health reform law as. Bankrupting this state and likely that modeled them leading to a a bankrupt in of the nation. People of taken to test that may think you did in in some way telecommute kind of explain your. He difference of and then now we'll take some call 617266. Exceed sixty.
for the treasure for seven years numbers -- an I think food that the big issue for me is less about. Being able to stand up today and say gee maybe the health care program needs to be reformed and restructured. The bigger issue is where people been for the past 3456. Years you've been up on Beacon Hill. It's not like the fiscal crisis is new -- right the fiscal crisis has been with us. Since the fall of 2008. At this point that's eighteen months ago going and 24 seems to me that there's been plenty of opportunity for the folks who were up there. -- Helen and Patrick both to get serious about reforming state government and and and doing it now. Here we are. Almost. -- and three years into this fiscal crisis. -- there's been very little reform restructuring or or or or action on this stuff and then my big criticism of both of them is that. We're way overdue I've been talking about reform and number of these things even when I was in the private sector a couple of years ago.
Charlie you're on the air with Charlie Baker NW RQ good morning --
Good morning government morning I have via an issue to deal with I'm self employed. I happen to take good care myself I have good help. And I never had. Prescription drug coverage tonight. Filing my taxes and accurate is that I noticed my insurance company that they do not conform them after they've lost for insurance which requires description.
Charlie I am -- always view on this one way and so when -- well why what's the point Charlie why Charlie's pointers in the state of Massachusetts the Patrick administration. Change the rules a couple years ago and basically said if you don't have comprehensive prescription drug coverage. As part of your insurance coverage and your insurance coverage doesn't mean the State's Brian minimum credible coverage requirement. I argue against that change there argued against it because of people like Charlie but also because over but Charlie what's your problem what I got a surprise the absurd. -- This promise he's got insurance you ice with the state of Massachusetts doesn't is that that are to be enough so he's gonna get fines for not having to.
This is liberals driving up the cost of health insurance and by that mandating certain things be provided.
yeah and especially in this particular case there are hundreds of thousands of people in Massachusetts who had coverage that they were satisfied yes. Before this before this change was made in virtually all of them were basically told at that point. You have to buy up and it's not it's not insignificant is probably it's 125%. Increase in the cost of insurance --
Ali a lot of those medicines that are now covered under this pharmaceutical benefit however if a a lot of -- concluded. That it reduces the length of hospitalization. Accelerates the recovery. Those are at least the reasons that we're being off he's laughing you know I know he's smiling Jimenez of smile -- because these are these arguments virtually 80% of VoIP.
Of what's out there with respect to medicine you can buy for four -- or Wal-Mart. -- right and that covers you know 80% of of of the -- of the of the it is likely incurred. Illnesses and all the rest of people might have now okay so that's only 80% right so of the state when it to mandate some small modest. You know catastrophic drug benefit to you might have you know is a writer -- policy that would cover of you know for that 20% or whatever Arab militias and are covered. That would cost a little. I could've understood that we had lots of debates with the department of insurance about data without health care connector. But to connectors position was no one size fits all the full boat across the board and throw a lot of people Massachusetts it was a big hit to them financially to pass the purchase something that they didn't think they needed.
I might your NWR -- Charlie Baker good morning you Mike.
Gloria. Really great show guys are a couple quick questions. Nationwide forty. What is supposed the the overhead is -- private insurance nationwide if you take into account all of these. You know administration yeah.
Like I don't I -- on the nationwide numbers I know what they are Massachusetts the Massachusetts Israel for a day off firearm now -- anymore him you know. Unemployed. Hello my -- the and in Massachusetts according to the division insurance filings about 89 cents of every dollar. Is spent a premium is spent on health care services starts hospitals. Therapy elevenths era is -- eleven more insurance company ten cents is spent time. The insurance company's operation and on about 1% represents. Profit. So it's it's basically eleven cents to the carrier 89 cents to to know my what do you think of those numbers.
That's all my client I the national numbers I know we're different because you get into the for profits and no arrests all the carriers in Massachusetts for the most part are non profits I think the national numbers are more like eighty to 83 cents.
Area on WR Hewitt Charlie Baker hi Jerry.
More important all of -- quick start with you apart there's there's -- debacle -- out healthcare. I've got to employ I saw from my life -- small company we have three children we can't partly 12100 bucks a month for healthcare. Well I loved if you don't make it -- you better believe I would because our in my pocket drops a growing industry. We get out we today bailout talk carrier that our policy is no longer think compliant. Because we moms and push. We -- proper description. -- let's get to our employees and employers are also in my life. So we structure going up again and new policy and a propping up 120 bucks a -- extra. On top of the world -- great -- and we don't use anywhere in the year. This. Very passion -- Deval Patrick this liberal --
I I am I am I am totally with these folks on this this is this is a classic example making somebody by some them I don't think they need kind of church and more importantly. The other thing for these three people above and self employed. You know one of the things that they're not doing at the federal level with respect to health care reform does -- not giving self employed people the same tax break. The company's.
Why shouldn't an individual have the same -- everything to everybody should I destroy a company with. Korea and all I think yeah I mean that should be I kind of this sort of why they don't in the second explain what that means I mean if you're an individual and you buy health insurance. You're basically paying for it with after tax money ya where's your company you buy you get to. -- off against your taxes is treated as a pre relax so it was what that's a 30% out there why is there to help us understand then why had -- logical end in equitable inconsistency. Remains is that they -- they they're afraid of gears up the money here's the irony because we're willing to pass a big health care reform bill that probably adds two trillion dollars to the national debt over the next ten years right. Going -- willing because we don't think the federal government can afford to give individuals who purchase insurance on their on the same tax treatment for -- that.
Something Charlie Baker is here used to be in the healthcare business now he is. They candidate for governor 6172666. Seats succeed. If you got some questions if you wanna talk healthcare jump on the line it's common toxic CD WRKO. What we've talked also must --
They're also talks should pay a great W or Kerio. What level playing Dick's Sporting Goods -- your baseball headquarters. We you know -- Let's -- notified about the -- and he's not gonna Saint Patrick's Day breakfast but due diligence on the dropped his -- so you're not anti Irish. Not kidding maybe even like everybody Massachusetts I wish there was this how hot I wish you were -- early -- OK I. Anywhere that Bob -- I know I'm -- still the month of women's doubles at my shirt it's a mob MLB is so you send them.
malvo and -- do you view as well -- Jeff thank you Katrina. Clinton bush your guy Eminem might. Or somebody -- seven a crush on. So Charlie -- series candidate for governor 6172666. -- sixties also also made an expert on. Healthcare so the timing having him here is a very good with the war going on Washington Chris good morning your NWR KO. Take Chris.
question for Charlie I Charlie can you please explain to me up on the insurance premiums.
Why someone who is -- the issue kind of set by Giambi did it didn't seem to be any emphasis on how wealth -- make takes care of yourself by that I mean.
Somebody who is a hundred pounds overweight can change -- this year -- somebody who takes very good.
You're I don't know if you see this woman -- trying to reach a thousand pounds she's decided she's only at 600 entries eating as fast as she can to try to get fatter. That's gonna be sexy.
I guess my question is why --
Com well in the if if you're buying coverage as an individual the reason why is because the state basically establishes the rules that you can. Charge differential premiums on and those roles basically say that the only criteria you can really uses.
Is it -- another reminder Chris thank you that's why. Our health care system so screwed up it's because of how it's been regulated in other words this novel about a -- wanted to be this match -- you become accustomed to all sorts of accusations in the around healthcare. How do you respond to the charge do you one of those medianews CEO -- let me put in the right adjectives. How heartless he pleads guilty was a millionaire health Kia CEOs. And in of the rest of the script Hollywood's tendency right we you know what the judges and some of your opponents have made that judge.
Well I'd I'd I guess I make that charge if I drove -- driven the state budget in the state economy into a ditch over the course of the past few years which is. Where most of my opponents have driven the state budget in the states -- funny for Democrats to claim others lack compassion what could be more hateful in the way they were on the government DM that I guess -- is this Harvard pilgrim was the number one rental player in the United States according to US news and world report from -- satisfaction and clinical effectiveness for the past five years. Who knows the best place to work embossed and according to Boston business journal for the past seven years. It's it's a great organization and it does a great job on behalf of the people that serves in the people who work there. And and frankly I wish that state government has some of the same. Focus on customer service and and accountability that that a place like -- programs.
John you're on WRKO Charlie Baker good morning to --
Good morning gentlemen allies today goods good morning mr. baker or you subsequent to being elected governor.
Because of your intimate knowledge in the healthcare industry are there things I mean most people don't understand that things like continuity of coverage and stuff like that already exist on the state. Level regarding you know mandate did not been able to terminate people. You know most people don't understand how most people that country think pilots and healthcare debate that it here in a hospital in your company goes out of business.
That they'd throw you out of a hospital spokespeople have no idea that that's against federal law they can't throw you -- off on the middle organizational stuff like that. But my question is. Once you become governor other things that you. -- In you don't want your agenda to do its first -- of the State's medical.
Mandate to make it. More palatable for the taxpayer. Regarding some of these mandated coverages or redundancies with calm -- bad.
You know but don't necessarily have to be raked in because they're covered by federal mandate thing like.
What we were just talking about one that prescription drug benefit their requirement that everybody in Massachusetts has to have a fully loaded comprehensive prescription drug benefit with every.
Plan must offer. Yeah right so -- the states stand so -- saying 200000. People gunning impacted by this mandate when they were they they have plans they liked we heard from somebody you're from TrueCrypt. 23 to a -- Abu Musab big hikes and there is in their costs are Avaya people don't understand this is all been made this skyrocketing cost. By by liberals wanting to be compassionate how well why are they re evaluating their mandates and saying maybe we should get rid of that --
There -- the best example I'm -- I think is probably the the hump. The decision about hum. Hormone replacement therapy for women and men -- millions to state mandate but it's been determined to have. To not only not be effective but in many cases -- problem so that is that simply isn't allow docs -- allow less than they used to but it still mandated benefit. The liberal compassion people try to kill people in the -- Out hi hi I just by mandating that they get hormones I just I think there's a there's a tendency amongst a lot of these folks that one side is defined by one person fits all and this is a big complicated state it is -- you're -- country his people deserve choices --
In the troubled that they try to tweak political support groups they try to tweak special interest groups by appearing to be compassion we'd love women so let's require. Then they get. Free hormone treatments let's require because they wanna get -- that bid soccer moms to support their candidacies. So they say let's require that everybody -- fertility treatment for free. All of these compassionate things are crushing people in the state of Massachusetts. Because they drive up the cost of insurance isn't the problem that everybody's trying to play politics with that rather than make good policy.
I think you're I think there's certainly politics in their time but good. A -- I really I know I start on this issue always with if you really want to have an open honest informed discussion about the cost of health care. That price data and performance data has got to be.
No you're right we had dead David color from Harvard Obama's health care adviser and -- few weeks ago or listen and he said our third of the money we spend is waste. If they're so compassionate how come they don't get rid of the waste before they try to socialize the whole thing.
I think gum I think part of the issue their -- is that the system. Is not particularly transparent and the best way to in my view to deal with a lot of the issues associated with the waste overused misused whatever happens to be. This public disclosure sunshine is a good thing when it comes to this sort of thing it creates a more open mean. What are the reasons people are terrified about the health care reform at the federal level is they feel like it's -- happening behind a closed door at Tora. Find the current nobody knows what the impact exactly and comment I think so the first thing I think has to happen as you gotta get transparent around a lot of this.
I don't think anybody would argue with transparency jolly but moment as a number of people won't argue otherwise -- I don't I don't talk about a for five years -- and we know anything about well okay that's and that's another third perhaps another do we need a governor is gonna really focus on this is really push it in the end however. If -- and -- are different because we don't have skin in the game okay so the mast general procedure which you remind me is probably much more expensive than any other number of hospitals. I don't -- yet because I and pay and so I like the reputation of Mass. General and I happen to know some of the doctors there and I think they've got great so one dollar and and you say Jesus time you can have that done -- three other plays let's say yes challenge scroll.
That's good hey I'm okay if you say yeah Charlie screws lawyers we all understand the price and the performance is she's associated with that decision and the other thing I would say is. You know we do have price data available in performance still available. Around prescription drugs right. And guess what -- formula -- and prescription drugs have basically work they do work into our people the generic prescribing rate Massachusetts is in the forties. When we went to -- for Miller's announce in the seventies and had a big impact.
I don't know who -- who cheered formula areas but it sounds like serious she's got a good job for his dry. Describe -- yeah -- taught and the other way wanted to try to set up during the course of the remaining mountain of campaign. A couple of debates that topic specific education transportation the economy and government reform. You be open them amenable to participating in the schedule permitting because you're from he's. Economic and -- I -- I -- out his -- dad does that hot. Everybody good morning -- the caloric there was Charlie Baker hi --
Hi how we don't know what's going -- and I wanna know commission overturned in -- usage skin like it if if I navigate. -- targets aged -- to be overturned immediately -- block.
well if if Castro care passes. Without Olympia.
An army to talk about message usually.
Can we overturn this to get back to where we well we -- all the Charlotte.
It's -- it's tough to get through these things once they start you're talking about I think federal machine I think there are a lot of things you should be doing to reformist period a lot of things you should be doing but I I I think I think you would be. -- I -- I think -- be a big from to work away from you say fix it don't I still expects specifics and if it passes you think the federal what I federal. Well no one really knows what the implications of the federal one are -- it which is part of my all the -- a blow over that's firmer here about the whole thing in the first place. And several. Members of congress who said. There's big issues for Massachusetts in this depending upon what actually happens so financially and and every other I mean.
The set to -- everybody's operating principle and congress is when in doubt vote no. Safest political broke when in doubt I don't know if you can't understand this if you can explain this coherently and then persuasively to it constituents.
Vote no -- but then there's not happen and then the now notice that's -- so literate -- at all I was very rarely happen in politics headed dog here at W argue with Charlie Baker high.
I I I want to chime in on me. Welcome put people who call earlier I actually do health care planning or Medicare beneficiaries so. I consider myself an educated consumer when it comes to health insurance. And I used to have a name at a -- are designed platinum I'm 62 years old now. Moved to Massachusetts two years ago. And it may not decide to plant that was well suited for my situation a high deductible -- the things but rarely. Low deductible about the benefits -- things happen frequently. And when I moved to Massachusetts. You go to the health connector the other seven companies that are offering. Of plans have been approved by the state. And industry peers on cost being lowest price planned I could buy it was twenties are undergoes a year more than I am I hadn't bank.
