As part of a huge package to reduce Illinois' fifteen billion dollar deficit, Governor Pat Quinn has asked permission from the state’s legislature to sell 8.75 billion bonds to pay for five months of overdue bills. This news comes immediately after it was announced that a new plan to increase personal income taxes by 67 percent will be signed by Quinn and be taken into effect immediately. The corporate income tax rate will also be raised from 4.8 percent to 7 percent marking a 46 percent increase overall. Barbara Anderson from Citizens for Limited Taxation joins us to talk about this and Massachusetts taxes. It was also announced that Deval Patrick has accepted the resignation of the entire parole board after the release of cop killer Domenic Cinelli.

When President Obama took the podium at Wednesday night's memorial service in Tucson, Ariz., he was greeted with the unbridled excitement of a college campus embracing their commander in chief. Cheers and screams and hoots continued even after he asked for people to sit down. As he started his eulogy, with the somber words, "To the families of those we've lost," voices still cheered and at least three people shouted out, "We love you!" It was not the way most memorial services usually kick off. What did you think of the audience reaction to Obama's speech last night?

  4. Who should be responsible for Clearing Snow from Sidewalks?

    Audio

    Wed, 12 Jan 2011

A recent ruling by the Massachusetts Supreme Judicial Court makes it easier for people injured on snow covered walkways to successfully sue those property owners who don’t clear snow from walking surfaces. Winter is here and so are slippery sidewalks, parking lots and walkways. Previously, Massachusetts courts have ruled that a property owner cannot be held liable if someone is injured walking on new or what courts have called “natural” snow. Instead, owners can be held liable if someone walks over the natural snow and then another person falls down while walking on the same area of snow, called “unnatural” snow by the courts.

Good afternoon Boston and happy saint Patrick's. Steak and great music to start up the show.

Reunion here today. Just -- President Obama meeting with the prime minister of our land and he even had a green tie on although it was sort of -- green tie like a little darker green for Saint Patrick's Day but happy Saint Patrick's Day to you -- its -- special day in Boston. Saint Patrick is the patron saint of the Archdiocese of Boston. Right now over the cathedral. Cardinal Sean is leading a beautiful mass which I usually go to that I'm working here today psychic make it today. The police to Beyonce Patrick's day 6172666868. The number 6172666868. On in the opening you heard. State treasurer in independent candidate for governor Tim -- hill who joined us yesterday I think we were the first. We got the first interview with him after his amazing press conference at the Statehouse yesterday where he not only took on the state health care law. But said. If we go down that road in Washington the results are gonna be the same. And he has set off a storm. A storm he's been all over the national media. The global leaves with his story today they also have an editorial that I'll share with fewer and a little bit. Health health costs require action by -- attacks won't help. In we're talking about it before the show. And I was thinking this is why it's great to be the independent candidate for governor because she can speak your mind. Tim -- hill can look at the emperor and say guess what you know wearing any clothes their mr. Kemp -- you've got a problem. And when you think to follow of course has to Pena and with the Massachusetts Health Care law -- even though is ten. K -- pointed out yesterday it's bankrupting the state. The ball has to hang in there because everyone says. Will Obama terrorism law holds on this and we have to at least put up the illusion that Massachusetts Health Care is working. And then Charlie Baker sort of has to hang in with Massachusetts Health Care because he worked on it with Mitt Romney when it was put together and I think they all had the greatest intention. But as we've seen in its ten K -- pointed out yesterday it is bankrupting the state. In the folks over in him -- hills on office. Gotten gotten. Got a hold of us and first of all teams could join us in the 2 o'clock hour. To talk about the reaction to his appearance here yesterday what's going on nationally now he's gonna be on Fox News MSNBC. All of the national shows so he'll be coming on -- on the right after 2 o'clock in joining us. And the folks in his office told us that they're setting up and on line referendum. On the health care law. If you go to him for governor dot com ten for governor dot com. You'll see it right there in you can urged the members of our congressional delegation to vote against the Obama care bill. So Tim for governor dot com and you can vote urge the members of our delegation. To vote against the Obama care bill. I think it would be great if a lot of people hop online and and signed in and and really that their voices be heard. Off Fox News was just reporting that with Dennis Kucinich now coming on board Obama care. It's really just about four votes now for passage so. Sadly you think -- CNN Obama can not -- can twist enough arms to get that three of 6172666868. The number 6172666868. Guess what. The New York Times. Has suddenly realized. That there is a battle about Obama care. And even though we've been talking about it for days here and certainly. Yesterday we talked about the sleazy. Way they're looking at trying to rush this bill through. The New York Times finally figured out today. And they have their front page story Democrats consider new.

Moves for health care. Washington. As lawmakers clashed fiercely over major health care legislation on the house floor. Democrats struggled Tuesday to defend procedural shortcuts they might use to win approval for their proposal in the next few days. House Democrats are so skittish. They're skittish I'd like that weren't. About the piece of legislation that is now the vehicle for overhauling healthcare system. A bill passed by the Senate December. They are considering a maneuver that would allow them to pass it without explicitly. Voting for now this what we told you yesterday. Under that approach house Democrats would approve a package of changes in the Senate bill the Senate bill would then be. Dean that is is that word again deemed past. If and when the house adopts rules for debate on the reconciliation bill or perhaps -- the house passes the reconciliation bill. So there's that word deemed again. At the white house on Tuesday the debate over the procedural tactics proved and comfortable for president Obama's press secretary Robert Gibbs. He sidestepped numerous questions about whether mr. Obama won at an explicit separate vote on the Senate bill. In deferred to speaker Nancy Pelosi of California. The final decision is the speakers. So Obama wants them to do this of course to get his Obama care bill through. But he's tied now the White House he doesn't wanna come out and say. That he wants to see this beat dean. Through because he knows with the reaction to the American people people are so mad about this health care bill. What how do you think people are gonna be. If they ran it through with out of vote by do you mean it the law. An analysis of the procedure the procedural device to prepare about missed policies office says. Some opponents of reform are objecting to the process in an attempt to kill the bill. That's right we want to kill this bill it's bad for the country it's a terrible idea here. The Senate bill is one of the worst pieces of legislation. That's ever been passed by that August body in all of these years. It is terrible it has the corner Oscar kickback. It has the Louisiana purchase it is millions of dollars to build a hospital for the the the for the state of Connecticut every single state. And even worse. It's bad for Massachusetts. As Scott Brown is pointed out its ten K hill pointed out yesterday it's bad for Massachusetts. So they say they're objecting to the process an attempt to kill bill that's right Nancy Pelosi they are. Mrs. Pelosi said she had a massive whip or operation. Something about Nancy Pelosi with a whip in her hand. Tony wanna think about it. Trying to round up votes for the bill. The for a Roche -- for -- on Tuesday was the opening clash in what is shaping up to be. A decisive week in the blue yearlong battle over health care legislation. Democrats are -- provoked by the weekend it would approve both the bill. That the Senate adopted on December 24 Christmas Eve is keep telling you in a package of changes in an expedited budget reconciliation bill. So this is on the New York Times today. They've finally waking up to what we were talking about yesterday that they're gonna try to do this in the most underhanded way possible. Now is everybody knows the president was out in. Ohio on. Ohio on. Monday. -- said some things that are just we're just remarkable. Just remarkable. And Jake -- to we have that sound -- about what the president said about how much people's. Health care premiums would be cut. You are right. HP believe it or not which usually goes along with the and what he said out in Ohio on -- on Monday was.

Are well a lot of those hopes. Employer it's estimated would see premiums fall by as much as 3000%. Which means they could give you a raise.

All right so the AP report Obama. Asked his audience for showing hints from people within lawyer provided coverage what most Americans have. Just as we heard him say right from his right from his lips. You're employer it's estimated with -- premiums fall by as much as the read dollars and percent the president said. Which means they could give you a race. How -- all white house press spokesman later said the president misspoke. He had meant to say annual premiums would drop by 3000. Dollars. But that's not true either. In fact a report for the business roundtable was the source of the for the plane that employers could say 3000 dollars per worker in the White House said. But that report was issued in November and look generally proposals that the Democrats were considering. But the analysis never. Never considered specific legislation. Much less the final language being -- this week. It's unclear to what degree that bill in the house is expected to vote on within days would reduce costs for employers. So there's the president out there he saying that it's gonna cry your rates by 3000%. He gets caught in that. Miss statement. And then they have disabled no it's by 3000 dollars. In the report they site says no hole we didn't look in any specific bill and we never looked at this bill. So as the AP says in this in this fact checks story. Buyers beware president Barack Obama says his health care overhaul will lower premiums by double digits but check the fine print. Premiums are likely to keep going. -- even if the health care bill passes experts say. If cost controls worked is advertised. The annual increase might level -- with time. But don't look for roll back. Instead the main reasons premiums would be more affordable is that the new government tax credits would help cover the cost for millions of people. So what we're talking about is welfare for health care. We'll give you tax credits we'll have these subsidies for you and that's the only way that they can keep. The costs from going down it's incredible. Six once -- 2666868. The number on the Charlie Manning so once Saint Patrick's Day in Boston. The boards all lit up here it's great to see so many people still interested in this and again if you want to register your opinion. To hopefully get some people in our congressional delegation. Thinking about voting against this monstrosity. This this piece them. Worse legislation ever the Obama care bill you go to him for governor dot com. And cast your vote and and let people know sign their petition to let them know that your against the Obama care bill it. They're gonna pass that on to the folks in the in in the in the congressional delegation but go to the calls and I'm really interest to -- on by the way. I keep hearing and seeing in polls that some people actually think Obama cares that the bill. If they are out there we really haven't heard from the and so if you support. Obama care if you support what the president in Nancy Pelosi and Harry -- are trying to do. Call us. And we will put you right at the top of the list you get to make your points and talk about what you what you believe and in why you think it would be good. Especially compared to what we've seen in Massachusetts with the Massachusetts bill. 6172666868. Bill in Boston your first on Saint Patrick's Day in the Charlie Manning show.

They'd really happy that at -- about the.

They keep bill happy Saint Patrick's -- 82.

That it got a -- drop them I I'm gonna get back to the top of them and get on -- dot com right away I think the the remote man am I I'd duplicate everything up and being an all the shenanigans the Libyan. All not -- Washington. If the buildup. I think that. You know your career I'll bet they're aware of the state and then then they believe no fly. What the federal government. Call it I'll application. I act there have been done before. But Carolina. Long long time ago. Back in the -- and it. And it appears that ended down and actually protect it started doing it. By ethnic a lot of depth -- that that that -- their stake them before they have a but it -- Before they have help ensure.

Yeah I think that's gonna be happening in states all over the country. Some people are getting the message that this is a bad way to go and that's why I really admire Tim K -- for standing up yesterday. Calling the press in his office and saying we're in trouble here. And Dodd and we've seen what's happened in Massachusetts. It the spending is through the roof and they're doing the same thing in Washington. In the gonna bankrupt the country just like we're heading down the path to bankruptcy here in Massachusetts.

I I think you're right when it you know if -- then -- if people adopt spoke especially want to -- threat if there ever a doubt but. I think that the -- that not patient act. That they can -- If it's sort of the ultimate. But I issue of the fire but they do. I'm back and -- today. Went -- Carolina. Oh on the tax issue and Jack and actually about troop. Did a lot now. So it probably about what -- but it up with each state could do that could completely unravel at what happened they aren't. At the comfort -- doubt that maple bat and they went back to Washington renegotiated every.

Well you know what may be that's the way to go built thanks for the call on happy Saint Patrick's Day. 2666868. Let's grab this call from Tommy in -- Tommy Revere says he's he supports the plan I'd love to hear why. Your -- on the Charlie Manning show.

Jolly well the thought yeah I -- one part of the plan. Preexisting condition -- called you guys -- the planet because I can't wait to drop our health insurance. But I don't paper anymore got the ball like you're sick. Bad. You know like to go get insurance so what I take money out of my pocket safe port like a -- for 25 years. I help -- I very rarely used aren't gonna be one of those millions of people that got -- immediately brought my chart but what my pocket. In -- all the way back.

But -- says -- the law says you've got to have insurance in in fact in Massachusetts is you know you have to have insurance under our Obama -- law here.

It's cheaper to pay panel -- Or. Adults. That have no idea of all but it got -- cheaper because I'm looking forward and not have a paper -- which are going to be beautiful though. All of a -- people are gonna be hanging in paint net. And then all of a healthy people are gonna say what I like -- start fought off again I'm gonna get.

I don't have to do it because. Appreciate just -- condition number excitement all that.

Well Tommy banks of the call but what I was so looking for here is someone who really supports Obama care. Who thinks it's a great idea here who can't wait for Nancy Pelosi to race at the room by do you mean it without even taking a vote. 6172666868. At Saint Patrick's Day in Boston you listen the Charlie Manning show on WRKO.

America where Charlotte Marlon dial 617266868. This is Boston's talk stringent AM succeeding. W Ontario.

Over and this is smart he's out there is no he's. You sound. And out.

It's an -- it's true I can make them make that through. The overall in this is Murphy's. There you know that's one of the is that Bing Crosby. Is that Craig Crosby. All for my grandparents came from Ireland so if you can imagine with the big. Celebration day in our house some girl growing up.

617666868. It's Saint Patrick's Day in Boston and we're talking about the Obama care bill the national health care bill were asking folks who if they supported if they wanna see -- pass. Call up and tell us why why they think it's a good idea and why you think with what Nancy Pelosi is doing. By passing -- law without even taking a vote -- is the right way to go 6172666868. Maarten in Arlington you're next with Charlie Manning.

Good morning Charlie are. Good afternoon by now. -- Our -- appreciate that total orchard your. Discussion here but I -- senate -- port. And well first of all I think that the preexisting. Condition situation is absolute tragedy -- owns several situations personally not myself but French. But I think that what's missing here is what does -- insurance me. And no word insurance names -- risk share. And our young people praying and they don't think that maybe well if they didn't trouble. Me will end up an -- she wrote and we'd all report.

But you know we just -- we talked about it yesterday I don't know if you -- but. We just we're looking at a study yesterday's you know we have had. The same type of healthcare that old bomber is pressing here in Massachusetts and 2006. In do you think the number of emergency room visits has gone up or down since we got universal health insurance. And it's gone up in fact were above the national average the only state that has universal so anyone that tries to make you are admit that. This will decrease visits to emergency rooms. That's not working here. Does that affect so many of the things that we're seeing wind up with Obama care. And we've seen them happen here and that's why I really admire Tim Cahill for speaking out yesterday and like I said in in the last segment Tim's going to be joining us in the 2 o'clock hour. Talk about the reaction. To what he said on the show yesterday in his press conference six point 72666868. Bob from. Bob from Cambridge you're next with. Charlie Manning on WRK.

Demanding -- aria. Is the holiday Easter outlook very quickly -- not just wiped out -- Tractor trailer absolutely -- just something here I don't know what you observed is that yesterday. Movies that bond rating agency warned. In no uncertain terms. The United States is in danger -- let pollutants AAA standing for the US dollar.

And I explain what happens if are reading goes down to folks in how important is that. Now this is something we never thought we would ever see in our lives. That are we would that -- night it -- of America. Wouldn't have the top triple A bond rating but if that happens what happens then.

Well galactic commodities like -- bill would be denominated in Chinese view lot. And other denomination to your altered god only knows what. It would set -- an international current decrepit and a worldwide hip fracture on parallel that I gained 29.

And of course Bob and thanks for the call -- Saint Patrick's Day it would increase this huge cost of borrowing that we have remember. The Obama budget this year. Did he proposed. 40%. Of the money has to be borrowed. We don't have the money to pay for in me most of this stuff 40% of it has to be borrowed. And that doesn't even count what they're gonna be doing in in running up these huge expenses on Obama care and universal health care. In of course they're gonna be raising taxes and win have you ever seen raising taxes help the economy does it. Hurt the economy or help the economy. To take more money out of people's pockets in of course that's what they're gonna do with Obama care. As we've talked about time and time again. The taxes are gonna kick in. Long before we start getting the help here it's about a four year -- for forty years you'll be paying taxes it would be like if you went to your rock. Car dealer today in and said. Of -- to buy that cheap and they said okay. You start paying for now will charge you every month in in four years you can have it. That's what they're doing with Obama care 6172666868. The number Charles and -- continue next with Charlie Manning.

Yes and I just -- view well I. I want it thank yet. Gentlemen while -- person -- gentleman from Boston called talk about now application and went back to my college textbooks and have it right it was first.

Not seek help hold. From South Carolina by the way does.

I'll tell you you you've been to South Carolina Charles -- don't open those people are rabble browser is down there they basically started the civil war all by themselves but I guess I'm not surprised at all that they would do this nullification thing.

I just wanted to comment on this care in the army that this thing has been bugging me -- a lot of lessons also out was short and the thing is that. I I frankly -- and someone who is trained in the law mentioned it's not -- not stay -- this station but. I think it patently unconstitutional. I have a -- there's not a word in not before bill could even go to the president. There it had they have a -- what is known as the second reading. And it had they have.

Yeah but I think we're talking exactly Charles and we've been talking about that and that's why it's driving -- banks of the call happy Saint Patrick's Day. That's who have been talking about this process that -- seat in the game have come up with. Where they want to deem. The bill passed without ever taking a vote. I mean how can. Steve lynch in Ed Markey and Niki Tsongas in the members of our congressional delegation. Ever come back and look the people of this state in the -- again. If this gets shoved through -- ducked the vote they don't even have the guts to take the vote. It would it would be amazing and you know we just read the story from the New York Times they're catching on we've been talking about it. And -- the last couple of days but this is what they're probably gonna do to get it through so. Not only is the legislation. A terrible thing for our country in attempt to ruin the best healthcare system in the world but then the way they're gonna do it. Would be unprecedented. Sleeves in the capital. 6172666860. It would love you to join us on Saint Patrick's Day in Boston Charlie Manning joked Steve from taught your next with Charlie Manning.

HL I -- and respect they give. --

I'd like to chime in on this people what -- not a dial with pre existing conditions -- When you and thank the insurance company that a chat view. Is not going to be the that is somebody had a preexisting condition because diabetes be it cancer be it went out to people. They're gonna get the same -- that a healthy person -- get knocked him out. They're and that maybe you you have this condition you can have a short but it's gonna cost. But thousand media what 101000 or whatever it takes because treating your condition has -- so expensive you can have -- But it's gonna cost it's gonna be like you can get like -- short I have a certain analysts I'd -- life insurance sure they would admit that it. The policy but it sold exorbitant I can't afford it is going to be the same.

Steve -- you don't you see what's coming on here remember we have been doing this in Massachusetts since 2006. And the rates have gone through the ceiling for people. Past week because of preexisting conditions all the coverages that the legislature put in there and all those things so what is the governor now talking about doing. He's talking about -- what the insurance companies can charge people. So what they'll do is they want the system to breakdown they want our stories like you're telling where they can bring up. You know the poor lady who. Couldn't afford the insurance because she found out she had cancer. And then they can move into the next area. Which is caps on the amount that insurance companies can charge which then leads to guess what. Insurance companies going out of business. Day in the government has to go win in fill in the void. And that's when we had for government insurance that's the plan here. It say absolutely. That's what they want and in fact the Senate bill. And we talked about it the other day and I'll pull it out and we can read it after the next break he is he hit it calls for a national board of wise men. Took over seat the whole system. In -- given incredible. Powers. In this is one of the things that win Mike -- 10 of the congressmen. Who's you know basis and Somerville came out the other day and said I don't know if I can support the Senate bill there's so many things wrong with that. Win it it has this national board and he said. Is long as the people on their agree with my philosophy on health care that would be fine. But if we of the new administration that put their people in that it's -- philosophy on health care. Well you can imagine it would be different so that's the whole plan here. To have this national board of wise men running everything forests. 6172666868. The number at Saint Patrick's Day in Boston in you know what. I think we gotta talk about the other day it is here -- evacuation. Day do you know what evacuation day is. War gonna tell you all about it when we come back on the Charlie Manning --

No one -- Boston -- looks better than good sky here's Charlie remembering all of Boston's talks -- KM six AD WR carrier. No one knows Boston -- that's better than good sky here's Charlie Maryland on Boston's talks resume.

There's some good Irish music first and Patrick do we have any of evacuation day music on tape caught a bug. What is that child okay let me let me tell you what's going on. He is saint Patrick but the official holiday is called -- evacuation. In its its its a good historical day.

This story is that. The eleven month -- of Boston. Ended in the revolutionary war. When the continental army under the command of George Washington. Fortified Dorchester heights and there's there's the beautiful. Monument up there in early march 1776. -- during the revolutionary war. With the -- captured from fort -- Kong to Roca. Ethan Allen in the green mountain boys and attack the -- they got those cannons they dragged them all the way from New York all the way down here. Got him up to Dorchester heights and there was George Washington he had the -- trained on the British fleet. The British general Howell. Who's garrison in navy were threatened by the skin and was forced to decide between attack and retreat. To prevent what could have been a -- heat of the battle of Bunker Hill how decided to read tree. We -- roaring from Boston to Nova Scotia on March 17. 1776. The British evacuation was Washington's first victory in the war. It was also a huge morale boost for the thirteen colonies as the city where the rebellion began was the first to be liberated. So that's the day we celebrate here and guess what. It's a state hallway day if you went up the Statehouse today there's no buddy they are. It's a state holiday most folks of course have to work days don't get to celebrate evacuation. Day. But my understanding is there are some folks work and up there isn't that right representative Brad Jones.

You'd get a challenge in my -- right now.

In our all the Republican reps and senators up there today.

Most of repairs plastic packets of the leadership so all the Senate Republicans -- there and a healthy dose that it. House Republicans there we had them my equipment are intact and look at fiscal situation we have don't run from -- Fabian. Packet about. Two jobs the economy. In where we're at and we we think going to be in what we can do help hand it's -- down if you could call.

Well this is state representative Brad Jones he was on with us last week he is the house minority leader. And I'd -- it wasn't too hard to find a parking space up around the state house this morning once it.

No it wasn't -- trying to. And a parking space debris on the date of this morning.

And essentially saying what. We need some demonstration that we understand and appreciate what people on the real world are going through and go through. Those people who what you have to be working for. You know and and demonstrate solidarity and sympathy and yes there is certain amount of symbols to to this issue absolutely. But is actually some. You know potentially some actual savings they're because only as an audience of the county that every -- complete its two floater holidays. To potentially take now to having a week we need take those to remit to -- leadership which may be that mean that person interpret shift it over time.

So there is -- there is Acosta giving me so what you what you called for was. Eliminating these two holidays for all state workers both the evacuation day and Bunker Hill day right or those floating days that people get how the vote --
