    As part of a huge package to reduce Illinois' fifteen billion dollar deficit, Governor Pat Quinn has asked permission from the state’s legislature to sell 8.75 billion bonds to pay for five months of overdue bills. This news comes immediately after it was announced that a new plan to increase personal income taxes by 67 percent will be signed by Quinn and be taken into effect immediately. The corporate income tax rate will also be raised from 4.8 percent to 7 percent marking a 46 percent increase overall. Barbara Anderson from Citizens for Limited Taxation joins us to talk about this and Massachusetts taxes. It was also announced that Deval Patrick has accepted the resignation of the entire parole board after the release of cop killer Domenic Cinelli.

    When President Obama took the podium at Wednesday night's memorial service in Tucson, Ariz., he was greeted with the unbridled excitement of a college campus embracing their commander in chief. Winter is here and so are slippery sidewalks, parking lots and walkways. Well this is where all the actions going to be that's what I've been saying to people this governor's race whoever wins the Republican nomination and then. You -- Deval Patrick who we had on yesterday. Is going to be the most memorable governor's race that I think will ever see it that three way fight. To meet top of the line -- candidates. And I'm just dying to watch it all for unfolds here.

well you're running as an independent. But you're a lifelong Democrat what happened was that sort of like Ronald Reagan he said I didn't leave the Democrat party the Democrat party left me. What -- Jews leave the Democrat party and run as an independent.

While I think that that's part of it simulated feel like they fit with the party that the message of lower taxes and fiscal conservatism in you know living within your means. I trying to live within a budget just in seemed to resonate with this administration. It was some members of the party you know I was. Somewhat of an outcast -- what -- to -- to treasure back in 2002 so -- kind of been fighting their way ended in and just realized they had. The party at least that is being run by the folks in charge it just starts speaking to the people anymore. In the focused on what's good for the party and I think that speaks to both parties. And you guys talked about it is just earlier about what the message that Scott Brown had a -- speaking directly to people. In being an independent voice and I sent that back in the summer. That there -- people were looking for solutions for the problems outside of that the traditional pattern. Not working in Washington it doesn't seem to be working on Beacon Hill it's not solving our economic crisis so. I just felt more comfortable. Sort of telling people what I really -- which is I'm an independent person. Who happen to be it Democrat. And who felt comfortable four point in the Democratic Party but just in wanna be labeled anymore and it felt that the when the real way to solve. The problems that we face it to be. To be standing for real changes to do it outside the party system so that's why I've made my decision I ever regretted it one day. And I'm excited about this race and what we can do mass.

You know I grew up in Democrat Findlay right next -- to you you're from Quincy I was from Milton. I can remember JFK getting elected I remember the inauguration day. How -- we were so happy the first Irish Catholic president. And then when you know I was sort of getting out of college -- reassess the scene and and there we had Michael dukakis' governor in Massachusetts. And Ronald Reagan as president of the United States. And I'm thinking. That's that's pretty easy. I you know this affable guy who believed in personal liberty. In giving people their own decisions. And they knew it to caucus who just believe that government and more government and higher taxes was the answer to everything. And that's what I sort of made my split. You're making your split now but I wonder if hi it's like you win I think of Steve lynch the congressman consult Boston if there's even a place for folks like us in the Democrat party anymore. You know they wouldn't let Steve lynch speak even though he was a union president they wouldn't let him speak at the Labor Day breakfast this year. I remember a couple years ago they were picking delegates to the national convention here you are a Democrat. A two time statewide office holder state treasurer they wouldn't even let you be a delegate to the convention what's going on with the Democrat party.

Well I I think what what you have to do have to live by a certain set of rules and if you don't it to those rules. And you don't expose the party line although all the way up and down then that you are you -- an ex communicated using that kept the term. And I I knew what he -- was sort of pushed out of that primary race first but the Senate. Debt -- decision to leave the party was a correct decision because. You know -- like obviously much more of a conservative Democrat in the ball -- a -- that yet king. You know a former governor it's seeing it in and that's where I kind of came up in that wing of the party in my -- Statewide. Involvement in politics what is and it can delegate back in the 82. Elections so and I just think bit we've been marginalized the conservative Democrat. Have been marginalized those people who want artists go to the party infrastructure. Have been somewhat marginalized and to -- audacity to Charlie I just think more more people vote the person not the party people less. -- a boat you know they got to vote for the party person regardless of their party person is. We start Scott are -- seeing it in in this state when it comes to picking governor the people of much more comfortable crossing party lines when it comes to the Chief Executive Officer. Position and I also grew up. In city politics I started out -- be back in 87 I was a small businessmen in -- restaurant. And it city government -- Massachusetts where elected as nonpartisan. And mayors and councils and flaxman all across the state. Are are seen as problem solvers not just party people first and foremost that that's what I wanna go back to that form of government. But I wanna do it across the stated in in the executive office of governor where you. Pick your. Leader based on the qualifications that leader based on what they're gonna do this state not what party --

So you know I remember running into you last fall in of course you'd die we bump into each other we talk politics. And I said. -- what percentage of the Democrat party. Our guys like you and guys like Steve lynch. And the type of folks were all hanging out with Foley's. At JJ Foley's two weeks ago when you were there and Scott Brown was Mary. We added that wonderful. They had that wonderful fund raiser for that group care packed. And you said it's about 25% Charlie that's what I think is left of regular good old CD type Democrats like me. And you know what Scott from -- you saw the exit poll what percentage of the Democrat vote he got. 25%. Yeah you hit it right on the button. So if those type the people support you in this election in November I think that gives you -- terrific pace.

Yeah I mean it it it it's interest was in a lot of polls since last July when I left the party in this great artist but unofficially started. In each one of those polled by have been sort of holding on that basis but between 2328%. -- our supporters and it it's the people that have supported me social Democrat but sure independent. -- video -- social Republicans. In the two races I've won statewide. I've gotten a significant number of votes than the first that the top of the ticket. So I got a ball 400000 more votes than the -- after about 200000 more votes -- you know Bryant. Back -- so I've always been good at picking up vote outside of the party. Both independent and Republican. Conservative and moderate votes and I think this is an opportunity for me. Two to represent. -- what people looking for right now which is an independent voice. Some of its stock going to be dictated to by the parties. -- sort of rigid set of a police mean. When it comes to help you or -- we I want to see people covered but I don't see it is I don't heated democratic plan really working. And I would -- back in the spring of last year and being. Reprimanded by my party leaders both here and in Washington. And only because I I don't believe in in in what is trying to do -- and as do most of the American people. Because you're looking at -- side of the -- not looking at solutions across party lines and and there are ways to bring costs down in their ways to cover more people but it is an. With a government plan.

On our state. In our country and I'm sure you watched it really closely. Here's you know the preeminent Democrat won the primary by double digits a four way primary Martha Coakley. Any.

Well what I learned is that you you constantly have to listen to people. In you have to interact with them and I expected both of those you listen to -- so what people were saying it what it was saying is we want lower taxes. And we want our leaders to focus on the economy. And heated yet because it was not a meeting with people in the the only way you can really run it in pain. That they can be painful hip pain that I was described on talk radio talk to him occasionally when he was on the campaign trail and it's it's a grind. But it is very very important grind and it's something that we we all have to experience. It's -- it's about meeting people would agree with you but meeting people who don't agree with you. And are trying to tell you what's important and it's got -- that immediately that insistently all the way through from the number all the way to January and the democratic candidates is this did not seem to get that part she was listing to. I'm a consultant who was listing to the Democratic Party insiders and not -- into the people's so at the end of the day it it goes back to sort of tip O'Neill's. Statement that all politics is local in in in the power really does come from people -- is -- to be able to you have to get outside and listen to it. And that's gonna be you know that's one thing that I I've been very proud of people say how are you running this election activists and wear -- every election I've ever -- Whether Spanish City Council race or -- as you get out meet people. And you try to present the that your case to them and if he can persuade them to. Remember who you -- are in remember that your idea fighting but now been if we're able to do that better than the other two candidates in this race. -- the two parties I'm gonna win in and it's the same message just what parents can learn a lot from people and I think Scott was. Smart enough to know what he knew would also smart enough to know what he didn't know. And and that's why he connected with people because he wasn't a note off without it trying to tell people what's good for them. When rises to put net cord that is trying to trying to tell people how we was gonna try to help them make their lives better. And set themselves stopping at level the playing field in India the private sector and opportunities try to -- grow this job. Issuance and create a thriving growing economy not a contracting.

Well we all know that. Horrid you every day are losing members in our state in more and more people are becoming independent on enrolled voters. More than half the folks in our state now or independent I enrolled voters. But it has to be. Little lonely out there running by yourself with no party you've been in the Democrat party all your life in you would have got yourself a running mate didn't you.

Yeah yeah Republican leader and almost -- it was a former state -- well stated Republican. Republican caucus he's also done what I've done it and enrolled in become independent. But it felt very strongly that pulpit but -- from the beginning net. In order to to make it to me is that believable race in the make people really understand -- and not just the Democrat. That was looking to get out of a primary -- afraid to challenge the government party and I -- governor. And I'm going to in November I distinctly it was my best. In my best interest have that -- in September. And I felt that it wanted to if I won that race that it wanna have to defend his policy. Which they don't agree with so it is in your real and in in in order to do right. And you really have to reach across party lines and -- someone all the local who who -- it what is it that this is about the party but about people. We've been very independent in his career and even as a Republican was not afraid to cross party lines. You know ethnic order up against his -- governor Mitt Romney and so. It's really created and it is dynamic and we know product people John McCain's team.

I know I wanna talk about that in a minute but before coming up to a break and we've gotten one call here I wanna grab. They can -- and -- I you do attempt to ram you know. I'm a little apprehensive about you right and as an independent. Out I would rather have you fought primary fight. In neither Republican -- democratic side because I'm afraid. Are you gonna do is split the Republican vote and I'm afraid that -- external walked back in because.

Yeah I I I -- that I did occasionally I don't care as much as they did before. But I understand people's concern that that would -- and the Republican in the race to be Charlie Crist is that we're -- the inside. Incumbent vote that the people or are upset with the governor. And out that this policy but I don't believe at the end of the day that's gonna happen. -- I would put out of a strong campaign will work very hard to win as many votes as we possibly can I think the only way to that this happened Mike is is it. If I don't work cart. In a I'm just playing the spoiler just sort is that not they get at a 15% of the vote. I'm not gonna do that you know I've I've got a lot of money in the paint we we we're gonna run a very competitive campaign. And I believe that that I can win on the on the basis -- by arguments. On the basis of my philosophy and the fact that I am the only independent in this race. And that there are enough people believe by. More than two thirds of the people in this state looking forward to change and respond to that number stays up above two thirds. Then. And I have a relative to being successful. And most important portly people are gonna get four more years at the same thing that they've gotten right now so.

And we had Governor Patrick on yesterday and he said he thinks this budget at least for the rest of the year the one that runs up until June 30 is. Balanced but he's very concerned about how they're -- of to -- to handle this deficit we're facing. For the budget that will begin on July 1 is a we pretty but that we pretty arm -- gonna be all right up till the end of the year -- What do you think we need to do to get the budget balanced for. For this coming year.

Well I think we will provide this year mostly because that we've used. Stabilization money the -- our capital reserves we we find out most speaks out over the last two years and it's better. Significant about a federal stimulus money that the governor has. Use the plug holes. But we haven't solved structural deficit I think that's what we're all going to be looking at a whichever one of us when's -- gonna have to -- that. That point with out stimulus money and we've we've simply got to spend last. We've gotta shrink the size of government at the state level with got to be more efficient in how we -- it's saying you know I've been managing. The school building assistance program for the past four years. That past five years and we've been able to to take over program that was heavily in debt. Paid out net debt is continue to build schools and a responsible and reasonable manner in -- would have less pot and out with a very small group of people. So what people -- can't be done and we it run government more efficiently and we can't they'll provide services to people. It can't stop it he spent less money out element that we got it. In treasury and I wanna get the chance to do the governor's not discuss -- and have a choice whichever one about it in office. It's not gonna have any more stimulus money has Washington cannot continue to put money -- that it state. It would have to tighten up and I believe and it that this consistently. Every single part of the budget -- you on the ballot it can be no secret out. Whether it's local aid whether it's health care. Every one have to pitch in because that the public. The private sector those people but it cannot continue to pay higher taxes as we've done in every single year this governor's budget. Every year at a new attack in -- going up and that's gonna stop.

Tim -- another responsibility of viewers is the state pension fund.

I know we saucy stories back when the market had its big dip that the fund had lost money. In -- an interest in stirring the New York Times say I'm sure you've seen it about how some government pension funds. Are going very aggressively. Backed into the stock market. When private businesses. Are going in a different direction and what's going on with the pension fund and what it's sort of what your strategy right now with it.

Plot strategy has been pretty consistent all the way through we did have a very very bad year 2008. The up market went down affect today was the one year anniversary of the market -- 2008 really bottomed out on March ninth of 2000. And then they cannot find it sped up -- Point 8% 25%. So we got a great comeback. And that I've been treasure of the -- grow by over 70% Europe about. 1718. Billion dollars since I took off but I think. That I -- is is well positioned going forward about 30% funding. And I would argue against people who say this system our system anyway is broken and we can afford to pay pensions going forward because we can't. It -- well positioned. I don't think we have to take it any more risk in fact we in 2003 that are bringing down -- rest. Before the market crashed well before this started doing it at the same time we need to be fully invested so that we can pay for all the unfunded liabilities. That this system inherited back in the eighties when when the pension fund was was really reformed and recreated. But I'm not as pessimistic and other people. Most public employees and the average state pension is still when he -- thousand dollars a year it hasn't climbed significantly. And we keep reading about these outlandish out of control pensions.

Connect. Went Patrick first -- it doesn't say he said. This private sector experience. I was going to be able to eliminate a lot of wasting government. Instead -- by Cadillac sitting out now with the perpetrators. What you gonna do about wasting.

Well first they would do -- a Cadillac so secure that. Are driving so I wouldn't do the same things we've done in in the Treasury Department I mean our budget is 20% less. Then when I took office in 2002 we have less employees today. Have we run the most efficient state lottery in the country yet it still generate close the 900 billion dollars of profit. In that they said earlier we reformed. The school building program we paid down about seven billion dollars in debt and -- just. Change the way we make payments including a more competitive landscape in. In practice in terms of architects and contract is we -- taxpayers almost three billion dollars. In just avoiding interest cost and stretching out payments so. Boat what I wanna be able to do was take what we learned -- treasury what we've been able to apply. In applied to a applied across the board in every government our executive agency and I believe we can drive cost down in the billion. And I think we're gonna have to. Because again they said earlier about wherever inherit this. Government has to running more efficiently and put more private sector goes back in the private sector so we can get the economy going again because. Without people working with just -- and have enough what did you do anything at the state level we're gonna continue to have to cut things. Going up five or ten years we don't get this economy going again.
