Well it's tough for some people season for -- Coming up next -- we will start up does this you know five will have to tell you managing partner Boston Celtics here so you're not showing up -- his left. Which is incredible this is good news is right. Which we never knew before talking basketball so you wouldn't talk in hot hot hot and after I tell you we will I have a politician here.
Holy man lynch the greatly chief otherwise known as lynching when chief exceptionally here to his free and Todd -- ain't -- hot hot hot selling some. I did he's got to see he's got is that the -- she galore the -- that's -- gigolo you sure how hot. I'm I'm I'm definitely need to stop. Yeah. Biggest blushing right now don't know really does this in this trilogy just. Hi Charlie -- here Republican candidate for governor -- You know you're getting earlier whether there are hot they -- it's always politics it does it to after awhile you just have to laugh -- Yeah you just don't -- so you must. Be feeling very intimidated because the other day one of your opponents was asked a question what was it a solution for. To -- two billion dollar deficit all that was it yeah for the budget and and mr. -- came up with a really hard hitting response are you a little shaken by that.
I was shaken hands and up they have figured that many years is treasure of the commonwealth but I get very little little surprised about global -- utility are.
I don't know what exactly was his response.
They're -- something online deliver much inside until we should do restrictions state budget my wouldn't be able really to propose -- an impostor you know.
become governor and they have the chance to study the budget the state -- I'm a little confused. Here Tom can you explain is there anything that makes sense about the response. I think he missed an opportunity so I don't know that -- that I can offer sensible nobody is there -- what makes makes sense about that the treasurer would -- have to be elected governor before he could have full access to the got nothing much did he have full access to the line items the proposals that the governor has made the legislative response to that he would not have. Access to what I would call the kind of the the back. The back -- research that goes into okay what you know what the component parts of this line item for drug and alcohol testing so treatment to something like that. He would not have that level of detail it's not granular British challenge self says. Media have. Every citizen has pretty darn good access to what these proposals have been by each of the three players governor house and senate. And then what the final resolution -- she could have an opinion you could have an opinion Basra they are.
Yeah are Cuban state treasurer for seven years jot out I would you've been thinking about things that they could do more effectively and more official -- the kinds -- that you do do of the current book versus. He should be able up something up.
Jolly I was encouraged by the globes. So early on in the campaign go to law you guys and say okay everybody knows the problem and we've all been critical of the governor what the heck just solution I like -- and -- give us you because not everybody would have seen the global I don't go. Give us the jolly -- may be top three. Initiatives to address this two billion dollar gap we supposedly have.
Well the first thing that's our borrowers I'm I'm a big believer in this state companies to be simpler just from a organizational Olivier got an employee agencies. So it's time to start consolidating some of that stuff the same way. You know businesses and until eventually compel them until it I think we should take. I would talk mostly about executive branch but I think that the end of the day should be trying to reduce our our payroll by about 10%. Which I'm represent truck -- for a million dollars that was sort of number one but I I really do believe that. That in the end would be a better operating problem what we have valid then there's so much fragmentation and then duplicate -- all over state government the way it's currently structured I think it would be. That you would operate better through and actually smaller and the second thing we talked about trying to do the same thing with all the licensing and certification stuff creates some kind of a single product. The people remove all of licensing activity through -- this because this -- 2000 and turn the air and that Israel people do a lot of this stuff around white folks servers based.
Charlie what kind of easy way to do it -- what kind of licensing -- talking about.
Well there are over eighty licenses of one sort or another state requires people to get you know hunting fishing and take your -- And I think a lot of those we should be able to do interest single program.
You -- be talking about Russian license -- to jelly like cosmetology. And all that artist I'm okay now are. And this would streamline you'd be able to cut out duplicates staffing and make government smaller.
Well yeah I mean the whole thing is -- thing about this is to try to come up with ways to simplify. The operating model that could very complicated. -- the most complicated way do business I've certainly ever say. I haven't spent you know eight years there and then America might turn up on the board of directors.
Is this because of government just grows say you know new people come in every few years and they have things on II picture like a house being renovated all the time with new. Wings being added and then now we've got a house it's so big. Nobody even knows how to navigate -- find the kitchen.
I think that's a really good analogy it's really your -- I thought I think have a good way to think about it.
So what when you have that. Situation with this house that's really an abortion causes no architectural plan there's no. Rhyme or reason how do you fix it without knocking down the whole house and start from stress is you can't really do that with government right.
Nobody I think can start with the assumption that. We have. Certain things were trying to get done in each of these secretary it's one of those things where world where we are we're gonna measure whether our competing and then. I don't want to organize ourselves but actually deliver domestic side. Yeah and health and human services which people I know pretty well. They used to work there as well you got seventeen operating agencies MMA -- time mermaids and that's seventeen operating agency I don't know but at this point kind of vast majority of the people who are served by -- secretary -- or at least five or six good agency. We need seventeen.
Is there -- way to put together do you think the political will. To actually make state government smaller.
I think I'm this stuff I believe it the only time we really are shot at fixing some of those there is when times get tough and everybody tighten their belt. That's cities and Salvador eligibility at my business -- it. That I think give it at a time like -- you could pursue. -- that our strategy along incline them and be successful it because let's face it we don't do something like this we're going to be. I'm just muddle our way through -- first -- things herbs are very long period of time.
Charlie seems to -- that the speaker in the Senate president would be somewhat amenable to what you're talking about if for no other reason. This is a any any early indication from you political tea leaves as to the legislature is so willingness to consider what you outlined in the globe.
I think person I agree completely reported -- I think two things about this show. So our president actually proposed consolidating all those economic. I'm development agency samaritan there's one yellow might think -- you basically present in other working at cross purposes are overlapping else. Share data and which -- exactly the same thing I would say about bereft but a lot of local government state government. I think her message at all that is we need to get smaller and simpler and that's exactly where I think we should be -- and I think she'd be. Should be a memo that bit so what you thought about the economic stuff that I agree completely with the notion that. You know refuted -- oral whole series ever really awful program cuts which frankly should be the last thing we used to know. I don't know why we we shoot the cup programming especially for some of our. Most vulnerable population bought or are we which used to restructure form simplify the waited for.
You know what voters think your voters think did say it done deliberately as a mechanism to create.
Yeah some of it maybe I think so I think it's a combination of things but I do think that some local people just. Have trouble. In addition -- a different way of doing stuff you know in my view on this is that we have no choice -- and that and that we have to envision a different way of doing it.
Unfortunately you just said twice you completely agree with Tom -- so I'm not sure your candidacy has any future did you -- dollar -- at the jolly guy at a recent Suffolk University forum you were quoted. You were asked a question about climate change whether it's man made us. All all the rest of stuff and he gave what I thought was they have a very responsible adults. It's a -- not a scientist you pointed that out. Can view but because that I noticed the globe continues to try to give you little jab on this matter I'd like you -- you -- words when your response was. And Audrey is to the question on climate change and an appropriate problem you know policy response to.
Actually a bit. Yours is getting warmer there's no debate about that that I but right. And I believe demand has a role to play but that I couldn't figure out how -- was to play give them. Scientific literature that I have read -- argued both sides of the case. But that's that I thought our strategy is at stake are forward should be have a diversified. Portfolio of energy and to use other forms rather than traditional fossil fuels within makes sense. And and to do all the things we could do reduce. In my little -- stream and a few years and to be you know sort of smart efficient about conservation and efficiency and -- that the language you know. I didn't think. Frankly my answer was well thought out there but -- them.
Actual I think it's the most responsible thing I've ever heard of politicians say about global warming. And you when you compare that to John Kerry who told us that he knows the global warming is man caused. They you know you'll look like the same one no question about that.
But I do -- mean we need to remember that we -- above 50% more for our electricity. And the national average and we pay a 100% more per kilowatt hour of electricity here in Massachusetts some people very. In places like North Carolina South Carolina Texas and why is it's so. Well look at states we compete with for business and -- to be careful about how we think about these issues we -- I think. Efficiency conservation diversified mix those are good things we should be persona.
Does the diversification of mix and -- in -- holiday administration include. And open assessment of nuclear.
I think so many programs -- talking about this but I -- him anyway. That's our position is future of the third at the national level just give him the role of responsibility that the federal government has but I was. I was sort of pleasantly surprised to see the program and start talking about -- as a viable part of the strategy emerging Europe. It's an enormous part of their energy -- made a huge difference with regard to what they -- strategy in the availability electricity.
Show let's talk politics a little bit we're all familiar with the candidates and a couple more of come in recently Jill Stein grace Ross. So this going to be a fairly robust political season here. Scott Brown made what I thought was a very compelling argument for several debates. On specific topics for example he was asking Martha Coakley and this to consider a debate on health care debate on the economy a debate on a variety of things would you -- just three -- four debates whether which issue specific.
Now I think in some ways. It's very hard. I really robust conversation about. I'm fifty issues in fifteen minutes slip by people I mean if you really want us. Give voters -- sense about how people think about some of the stuff you probably would be better African and African banging away I'll -- capitol tomorrow all bunch of so people.
Charlie -- candidate for governor on the Republican side. So well let's talk a little bit more about the political environment is Scott Brown's election reveals. Some kind of new bill moving plates city in inside the earth in a structural change -- how do you interpret that in terms of Irish literature not hot hot hot hi Todd tells me you're very smart guy. So. How do you how do you interpret the environment and how does it change things moving forward both for you and they you know in general.
I -- three big lessons and got through it the first formalized you know earn every vote and worked for -- welcomed progress in the very beginning and I think voters appreciated that I think the second thing is people are really worried about spending intact there's -- you know what I call sort of the pocketbook bread and butter kitchen table issues. And I think any candidate is not talking about those issues who have been talking about which apparently that's what we've been talk about a Republican administrations. Some I think if you're not talking about those if that's stepping up talking about what some people's mind. I think the British -- where is that every challenger you know for every office. Anywhere they're gonna get a good look from the electorate there's going to be. Well elections where. More people are sort of only paying attention you know people believe we have serious problems and serious issues and they're gonna be looking for serious people. Itself -- of them that I think they're gonna give everybody is Harlem. For the first time second time whatever but it challenger. An opportunity to get hurt.
Jolly on the jobs and economy front how -- a bigger administration go out and convince. Smaller businesses presently in Massachusetts to stay and to expand -- to go out to other businesses that should be looking at Massachusetts -- shy away or shy away from Massachusetts historical reasons. At best we have jolly baker as governor for eight he is a businessmen thanks and along the horizon and says yeah I tell you -- you talk a good game but. How the hell do I know what's gonna happen over the horizon Heidi all the combat.
I think. That's a really good question -- I think we're I would say the first thing you do you talked about talking to small businesses. Almost nonstop I got into the trade and whoever the -- program. Probably -- were a big part of my customer base sort of start but given that as well. And what they -- over -- against same thing you know portability predictability reliability you know tax regulatory and fiscal policy. But they're really wanna see more than anything out of state government that some side. That's the rules of the game are not gonna change over and over and over again atmosphere. Organize -- the best corporation which is the way a lot of small businesses -- Massachusetts very well seal limited liability corporation. They change the world and you all the time and we didn't think they were regulatory policy and obviously our circle of be rid of all kinds of concern. I think the message some have to be looked. -- I'm not gonna -- famous double blind eye camera that one time here we are going to be reliable predictable dependable partner or not going to be out there. Don't still Willy Nilly we're not gonna be arbitrary in the way we make decisions were not very increased our tax -- To a new meaning to other than new job that new opportunity I think that's my message and that's what it's gonna be about that old. I think it is so if you saw pardon ended -- deliver on it. People start to believe that it benefits for real and I think right now. People think any of that for real we changed -- we change a lot of our tax and regulatory policy all the time. I guess unbelievable story these people tell me one guy told me that. You know somebody from those states showed up until a few permanent and so he showed a missed permit. Most states no that's not the permits only actually mean affirmative the number on here is well positioned if you signed it. I could not you know permits for that permit. You what do you mean and it permits that -- Leo we -- couple months ago we can't year old you're not need a permit to get that permit. And the and the -- but look you know I'd like to expand them out.
But -- quite sure. -- absolutely no interest if you're torturing me it and and I don't believe this suit up and down state government saying this is. But this cannot be just pronouncement coming out of the governor out there right. Is what these guys this -- thought it was a really good analogy there are a lot of this stuff to put your head and a body with no -- You know they had certainly -- economic development growth and job creation cholera. The -- bodies just doubt they're doing whatever awards the bureaucrat or call us when we call them appear to have. A lack of leadership -- asked Charlie you know that I mean yeah all the bureaucracy got a moment stuff.
Thank you so much for being here Charlie Baker Republican candidate for government talk GM -- okay. They're you're third -- already it is Thomas Todd succeeding WRKO.
