When we took office in 1991 unemployment was over 10% the budget deficit was bigger than it is now a superstar of the budget. At the same crisis real estate and thinking that people do today. Two billion dollar deficit have been turned into a two billion dollars surplus unemployment was for a half percent which created tens of thousands in new job. -- revenues from a -- people felt big government was reasonably responsive to their concerns we balanced. Eight budget in a -- we pay taxes fifteen times. New Roman basically broke when. When I got there. We had a great run.

To figure out whether -- fact they're making it harder. From Massachusetts businesses to grow and expand their beds. They're putting -- very competitive disadvantage and and what do think governors really ought to do is they ought to say look you know this government or and of course the people of Massachusetts that we need to have a firewall. A policy Barlow -- take a look at cost benefit analysis. You know consistency between state agencies if this is -- between state and local. And federal rules. And basically well regulations through that because when Obama on the campaign trail over and over again I hear people say to me. Massachusetts is the only state that makes me do blank. At health and human services we -- some very difficult but I think it the end of the day very important stuff via -- consolidated its facilities system. We consolidated our area operations in our area offices reduced the size of our workforce by a fairly significant number we're reform welfare quite. Which made a big difference in terms of encouraging people work considered just hang around on the dole also reduced the size of the case quote. What -- what they have we did a number of things there that made a big difference one of which -- completely reform the way -- purchases goods. Most of those reforms and fortunately -- there's they're the test of time we probably need to go back and do that again. We reform the pension system that -- disability system white pleading get around to doing that's a defensive system which is too bad that need. Obviously it over all of this -- well the bill I think he can get done you just. Pursued them and -- focused but -- element follow through work with the legislature and other. Who are meant to reflect back to the electorate a certain some thing that that is compelling in a particular election cycle. But they don't come in with the kind of experience that you talked about. That you had in the weld administration when you were talking about your experience are running a department and in doing the finance thing. I'm thinking you've got an agenda. That has to do with understanding the nuts and bolts of how government works on a daily basis and that's really what we should be looking for. -- governor because Charlie Baker is governor on day one. Understands what the mechanics are -- how government does what it does an associate you know what strings to pull to change things.

I think I think having spent eight years there and especially haven't worked. For so all the -- CN had a chance to really get to know. The way government works especially who where worked with local government in the way you work with the legislature in the way you work with businesses and others I think -- have a very good understanding about that stuff but I do think. That would be a real advantage I would be somebody who walking in the door those basically. You know a lot of what you need to know and actually do the job.

Jolly you mentioned the legislature moment go overwhelmingly democratic. Obviously it's time the political turmoil but nonetheless. Very very likely to remain overwhelmingly. Democratic. How does jolly day can go in there on that first day and work with the legislature that is at least made up of Medimmune for the most out of a different political party.

I do think summit this is going to be an interesting election come the fall. The Republicans have a lot of really strong candidates who've taken out papers and are running for a variety of these in a variety of what places around Massachusetts I do think there's going to be some change in the legislature. But even that aside derided in the today it's hard to imagine if not continuing to be dominated by the Democrats I. Look I've spent eight years up there and go a lot of what I would describe as pretty serious work done working with the legislature but that was because. We worked with the legislature we make sure that. They understood what we're doing what we're trying to accomplish and we work -- more time if that's what are required because certainty for instance certain issues and not another. And and then for the most part you know working with the legislature is a function of understanding that. They're co equals you know then they get to make a lot of decisions about. Some of this stuff -- we should really worry about it governor is what comes out the other over the brought this up so much work goes on the front end and take seriously their role in all of the.

Inside. It sounds like here on -- always talked about a moment ago -- your nuts and bolts experience that that by understanding. Those inner workings of government you're in better position to work with the legislature and understand how to move them. Onto your side of whatever the issue is.

Yeah remembered you know America was spent the next three or four years muddling through this fiscal crisis -- don't want somebody will help lead them out of it. Then I think in many ways that's something I can help -- do they don't wanna make you know. In the absence of I would governor who's curious curious about reforming and restructuring big government there's nothin' but bad both as far as the -- can see -- spoke. That somebody can commit and work with them and help put together a plan and a program that's gonna get us out of this -- And really get it back to the point where we can put the budget behind -- say okay now let's focus on getting people back to work. I think there's going to be a lot of people are gonna line up behind that.

I think it's -- I think it's a very compelling a politically powerful point for Democrats and Republicans to focus on everybody wins. If in fact have private sector can economy. Is expanding and adding jobs everybody wins the liberals and progressives. However you want to describe them as well as the conservatives -- runs ahead what Charlie suggesting is that the legislature that the government itself this is eager for leadership capable leadership as a people are is that your interpretation tough. That's how they would absolutely -- my interpretation as well I mean you see it the comets and guided the have to read between the lines.
